Falea referred to the memorandum from the City Manager to the Planning Commission
<br />dated May 11, 1964, setting forth reasons for the subject application. After
<br />diecueaion by the Commission, upon motion of Commissioner Antonini, seconded by
<br />Commissioner Lozano, the following resolution was adopted by unanimous vote:

<br />W~RSAS, the City Planning Commission, on its own motion, has considered
<br />amendment to Ord. No. 309 rezoniag certain parcels of property
<br />within the area surrounded by Ray Street, Main Street and First Street,
<br />from the R-1, RG-15, C-G and C-T Districts to the C-C District;
<br />NOW, THBREFORE, BE IT
<br />RRSOLVED, that the Planning Commission does hereby recommend to the City
<br />Council amendment to Ord, No, 309 to provide the above-named
<br />rezoning,
<br />The next item on the agenda was the request of D & V Builders, Inc., 6000 Telegraph
<br />Avenue, Oakland, for an amendment to the approved Tentative Subdivision Map for
<br />Tract No. 2591, Mr, Dudley Frost, representing D & V Builders, Inc., was present
<br />in the sudieace and presented the proposed changes, enumerating and comparing
<br />percentages of lots of varying sizes, explaining the elimination of a 4-way inter-
<br />change and improvement of pedestrian accesaways. Two lots and 200 ft. of street
<br />have been loaf in the proposed rearrangement, In giving the staff report, Mr.
<br />Falea stated that the timing of thin request has precluded the staff from making
<br />a thorough investigation of the proposed revision, which shows more area being
<br />drained to Black Avenue than the origiaal Tentative Map, The proposed street
<br />pattern is more efficient than the one previously approved; it serves the same
<br />number of lots as the approved pattern with 4% or 5% less street mileage, and
<br />should also result in less chance for confusion for the fire and police functions.
<br />Mr. Falea reiterated Condition No. 10 of the Conditions for Approval of Tentative
<br />Map, Tract 2591, with regard to easements. He stated the staff recoaaiende that
<br />approval of this revision be withheld until the staff is satisfied that the down-
<br />stream storm draia line in Black Avenue has sufficient capacity to drain the
<br />proposed area. Following diecueaion by the Commission, Chairman Landon instructed
<br />the staff to put the matter of amendment to the approved Tentative Subdivision Map
<br />for Tract No, 2591 on the agenda for the meeting of July 8, 1964.
<br />Mr, Fales read a communication from the Alameda County Planning Commission with
<br />regard to Tract 2668, which is outside the City of Pleasanton planning area, and,
<br />therefore, no recommendation was made by the Pleasanton Planning Commission.
<br />Commissioner Antonini introduced the subject of possible future amendment of the
<br />Zoning Ordinance to increase sideyard setbacks, pointiag out that the Pleasanton
<br />Area General Plan Citizens Committee recommended setbacks of 10 and 12 feet.
<br />(total of 22 ft,) rather than the present setbacks of 7 and 5 ft. (total of 12 ft.)
<br />Mr. Fales stated that increased setbacks give the effect of spaciouenese without
<br />actually increasing lot size. He also suggested that the idea of mandatory mixed
<br />lot sizes may be worth exploring, A diecueaion ensued regarding imagination in
<br />developments by Mr, Falea, the Commission and Mr. Dudley Frost.
<br />Chairman Landon suggested that the Commission consider one of the sub-committee
<br />reports of the Pleasanton Area Geaeral Plaa Citizens Committee at each meeting.
<br />Mr. Falea stated that the Planning Consultants' report on alternative planning
<br />policies will be available on July 20.
<br />There being no further business to come before the Commission, upon motion of
<br />Commissioner Antonini, seconded by Commissioner Lozano, and carried, the meeting
<br />was adjourned at 10:30 P,M„ to meet again on Wednesday, July 8, 1964, at 8:00 P,M.
