If the owners wish to <br />develop before a regional shopping center is feasible, the situation should be <br />reviewed then." <br />Mr. Jack Davis, of Livingston and Blayney, stated that 68 acres are adequate and <br />40 acres would be enough for the location of a regional shopping center. Com- <br />miasloner Antonini asked Mr. Davis what the population should be to entice depart- <br />ment stores and other such stores into this community. The comments of Mr. Davie <br />were withheld until after the presentation by Mr. George Oakes. <br />Mr. Oakes then presented an array of photographs depicting the various Rousseau <br />developments in Concord, Hayward, Fremont and Sacramento. His presentation in <br />brief pertained to center, landscaped islands; blending and mixing different lead <br />uses; garden apartments near the interchange and proposed frontage road; the <br />regional shopping center and its being centrally enough Located to draw from the <br />entire valley; reflecting pools and trellis in center of street at entrance to <br />development and the City of Pleasanton, <br />Mr. Oaken then distributed a report compiled by Mr. Alexander, planner for the <br />Oliver Rousseau Corporation, which explained the economics of the development. <br />The proposed name for this development is Fairlanda. The developer is asking for <br />basically three considerations; street width, lot sizes and lot width. Streets <br />to be with center planter islands, lot sizes to be reduced Prom 6500 square feet <br />to 6000 square feet, lot width to be 57 - 60 feet. <br />Commissioner Johnatoa asked Mr. Oakes if any arrangements were made to accommodate <br />or restrict the parking of boats, trailers or camper trucks. Mr. Oakes replied <br />that there would be a covenant which restricts this issue in a development in the <br />Home Owner's Association agreement. <br />Mr. Oakes once again questioned the Co®ission pertaining to their views on horses <br />and bridal trails. Mr. Oakes also stated that he had spoken to County Flood <br />Control District and that they are willing to work with Pleasanton to develop such <br />trails. <br />Mr. Jack Davis then gave a few of Mr. Blayney's comments regarding population and <br />answered Commissioner Antoaini's question from earlier in the meeting. By 1970 <br />the population should reach 252,000; 17,000 in Contra Costa County and San Rsmon <br />Village. Mr. Davie further stated that one regional shopping center would be <br />desirable and that Pleasanton would be the beat area. In general, Mr. Davis <br />supported the views of Mr. Oakes except that the timing should be later. <br />Mr. Fales then reiterated a few points which he felt should be of deep concern <br />to the Commission; namely, the frontage road, percentage of zoning allocated to <br />multiple dwellings, the thin stretches of park with no practical use, from a <br />maintenance point of view. <br />After a discussion which included co®enta with respect to zoning, number and <br />size of areas to be zoned; a regional shopping center being a good tax generator; <br />some other use being found and adopted if regional shopping center is not secured; <br />it was dete±mined that a point study session between City Council and Planning <br />Commission should be scheduled for Monday, July 27, 1964, for the purpose of <br />arriving at basic policy decisions. <br />Mr. Oakes was asked by the Commission to submit additional data on parkways and <br />apartments against the freeway and ir..terchange. <br />There being no further business to come before the Commission, upon motion of <br />Commissioner Lozaro, seconded by Co~asaioner Johnatoa, and carried, the meeting <br />was ad,jou:-ned at 10:45 P,M. to meet again on Wednesday, July 22, 1964, at 8:00 P.M. <br />
