MI NLtTE S <br />cf <br />THE MCETIt3G <br />of <br />TH3 PLAIQNYP@G COMNIISSYON <br />Pleasantoa, California <br />July 15, 1964 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P.M. on Wednesday, July 15, 1964, by Chairman Landon. <br />ROLL CALL showed the following: <br />Present: Commissioners Johnston <br />Lozano <br />Rega <br />Chairman Landon <br />Secretary Pales <br />Commissioner Antonini arrived at 8:10 P.M. <br />Oa motion of Commissioner Johnston, seconded by Commissioner Lozano, the minutes <br />of the meeting of July 8, 1964, were approved as presented by unanimous vote. <br />Chairman Landon proceeded to the application for further conelderation by Pleasan- <br />ton Investors, 582 Market Street, San Prancisco, for an amendment to Ordinance No. <br />309 rezoning the area of proposed Tract No. 2639, approximately 332 acres located <br />east of Santa Rita Road and south of U.S. Highway 50, from the A District to the <br />R-1, RG-15, RG-25, C-C and C-T Districts as a Planned Unit Development. This <br />application was continued from meeting of June 10 and July 8. <br />Mr. Falea reviewed the previous discussion on this matter and read, from Living- <br />ston and Blayney's report, the seven point recommendation as listed in the minutes <br />of the Planning Commission meeting of June 10, 1964. Mr. Falea further commented <br />on the over-lapping of school districts and that comments from Dr. Haskell should <br />be forthcoming in the near future. Mr. Pales also stated that he and Mr. Campbell <br />had visited other Rousseau developments and briefly commented on same. <br />Pertaining to point six of the Livingston and Blayney report, "That the City act <br />to prevent construction of a freeway froatage road east of Santa Rita Road and <br />that lots adjoining the freeway have a minimum depth of 130 feet.", Mr. Pales <br />advised the Commission and developer of a resolution and presentation to be <br />delivered to the State Highway Commission at Sacramento. This presentation will <br />be made on July 29, 1964, by Mayor Long. The nucleus of the presentation being to <br />approve and allocate funds for the Santa Rita-Tassajara and Del Charro inter- <br />changes; and that there should be no frontage road, if at all possible. Mr. Pales <br />further stated that the City of Pleasanton shall attempt to convince the State <br />Highway Commission of the hazards, noise and dust with relation to sand and gravel <br />trucks on the frontage road. Mr. Pales emphasised to the Commission that these <br />recommeadations will be pursued with a great deal of effort. Mr. George Oakes of <br />Hayward was invited by Mr. Pales to journey to Sacramento along with the delegation <br />from Pleasanton. <br />Comoniaeioner Johnston asked if the eared and gravel companies have been asked ro <br />lobby in our favor. Mr. Pales replied that the companies have indicated that they <br />will attend the State Highway Commission meeting snd that the companies do not <br />oppose the interchanges. <br />Chairman Landon asked whether Livingston and Bla-,,rney ha3 made any recommendation <br />pertaining to C-C and C-T zoning. Nor. Pales read an excerpt from Livingston and <br />Blayney'e report as follocra, "The 68-acres between U.S. 50, the present alignment <br />of Santa Rita Road, and the new Santa Rita-Tassajara connection road is designated <br />ae a 'future motel, apartment, and cosm:ercial site'. This is one of several sites <br />in the planning axes that would be suitable for a regional shopping center becattae <br />it has excellent freeway and major street access and could serve both Pleasanton <br />and Livermore. The size aad shape are adeq+:ate, although not ideal. However, it <br />appears that there will not be enough population in the Livermore-Amador Valleys <br />to support a regional shopping center with a major department store until the late <br />1970'x. Several sites should be held open as possibilities, but commercial zoning <br />
