M I N U T E S <br />of <br />THE rc~3i3'ii8 <br />~, f <br />TfiE PLAidNiid^v C~?Ar1IS^ZON <br />Pleasanton, California <br />August 12, 1964 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P.M, on Wednesday, August 12, 1964, by Chairman Fhilip Laadon. <br />ROLL CALL showed the following: <br />Present: Com;nissionere Lozano <br />Rega <br />Chairman Laadon <br />Secretary Fales <br />Absent: Commissioners Antonini <br />Johnston <br />On motion of Commissioner Rega, seconded by Commissioner Lozano, the minutes of the <br />meeting of August 5, 1964, were approved as presented by unanimous vote. <br />Chairman Landon proceeded to the preliminary review of Tentative Subdivision Map, <br />Tract No. 26$0, Pleasanton Valley. Mr. Fales read a portion of Livingston and <br />Blayney's report dated July 17, 1964, also a memorandum from John Blayney dated <br />August 11, 1964, t•;hich in brief stated; (1) City should not permit a direct north- <br />south collector atrcet through this subdivision; (2) Shallow leg of the proposed <br />city park is not usable unless it is fully integrated with recreation development <br />on the elementary sr_hoal site; (3) AG-25 zoning should apply to half of the unite <br />to be built in order to encourage variety in design aad price. Mr. Don Sooby, in <br />giving the staff report, stated a few of the problems envioioned by various City <br />departments and other interested agencies; such as, four-way intersection of two <br />collector streets; conflicting street names; storm drain lines in rear and aide <br />yard easements; sanitary sewer lines in aide yard easements; maintaining capacity <br />in the 16" Hlack Avenue water main for use in outlying areas; and determination as <br />to a main power transmission line and whether steel poles with cross-arms are <br />acceptable or if total underground should be required. The Commission instructed <br />the Staff to work with the developer in solving the problems outlined. Mr. Falea <br />stated that the City has not had satisfactory experience with storm and sanitary <br />sewer lines in easements, nor have other cities, and that easements should be <br />eliminated as mw_$ sa possible. Mr. Don Bissell commented that the lines in the <br />easements in the north portion of the subdivision were to eliminate a grading <br />problem. The eASementa proposed on the weste_•n boundary of the subdivision are for <br />the purpose of the use of cast-in-place pipe, which is desirable due to a consid- <br />erable savings, plus the fact iC is not desirable in the street area. <br />Mr. Dudley Frost commented that the staff regort will be very beneficial in enabling <br />the developer to present a better design. Mr. Fales stated that drainage for the <br />school sites and Kruse property should be taken into consideration. <br />Mr, Fales then presented an idea, which he and Dr, Ray Haskell had discussed, per- <br />taining to the school sites and a pos~+ible paxk, There wo;+ld be the elemontary <br />school site an3 the ~urinr high eciaool oite with a passive park of approximately <br />5 acres. Thera vrould be no fences b~to+e~n schools and park which would allow free <br />passage. The Ci±y erould pay for part cf the asxistruction on parC of the streets <br />fronting the ga~k, while the School District would purchase the park area as a <br />part of the 1'*n3.oz high school sits. A;r. FAlss Further stated that he felt the <br />City and School. District could cucrk r_ogethet to obtain a ux+iaue system in this <br />matter. The park would be a nature study a:ea. Dr, Haskell commented that the <br />present location an3 size of the elemeatary school is satisfactory. In his view, <br />the park would be particularly valuable for ed:~cational purposes if 25 to 30 <br />different types of trees, aniu.al life and possibly ponds for children to study and <br />observe were included. Mr. Dudley Frost suggested that to blend in with the park, <br />the fence around the swim club could be chain link fence planted on both sides with <br />evergreens to form an attractive divider as well as as a safety feature. Dr. Haskell <br />asked the Commission for approval of five ac?rcol sites in the Pleasanton area. This <br />
