Mr. Carl Nipper, representing the Western Pacific Railroad, stated that the City <br />and County of San Francisco property is an absolute asset for industrial purposes <br />to this community. <br />Dir. Ken Volk, of Volk-McLain Communities, Inc., stated that they have an application <br />now before the Alameda County Planning Commission, in which they are asking for <br />300 acres west of Hopyard, north of the Arroyo Mocho, to be changed from Industrial <br />to Residential. He said industrial development north of U.S. Highway 50 moat also <br />be considered. Volk-I4cLain intends to develop 300 acres as residential and 565 <br />acres as industrial. Mr. Volk also recommended that the freeway interchange be <br />shifted north toward U. S. Highway 50. Mr. Volk agreed, at Chairman London's request <br />to present further details in writing and to confer with the staff of the City of <br />Pleasanton. Mr. Blayney responded to Mr. Volk's remarks by stating that actually <br />the General Plan is 850 acres short of the amount of industrial land ideally re- <br />served. If residential zoning is designated for the 300 acres in question, it will <br />undoubtedly trigger additional residential requests, so that ultimately it is pos- <br />sible that 1,000 acres of industrial land will be lost. Mr. Fales stated that the <br />number of employees per acre was asked by Alameda County. Industrial acreage is <br />now in the process of being developed on Sunol Boulevard--105 acres are included, <br />excluding D.C. Heath. There are about 35 employees at Hazper and Row, approximatel3 <br />80 employees at Scholastic Magazines, and an estimated 400 employees will be hired <br />by Kaiser Aluminum and Chemical Corp. <br />Mrs. June Vieira, 303 Neal St., said that quite a number of members of the Citizens <br />General Plan Advisory Committee hoped the area under discussion south of U.S. High- <br />way 50 would remain industrial because it would cause overcrowding of schools if <br />it were zoned residential. The School District must think ahead. <br />Mr. W. Zion, 325 Judy Lane, Lafayette, stated that he is employed by Volk-McLain <br />Communities, Inc., and has finished a planning study of Contra Costa County for <br />industrial property. In the Livermore area there is a great deal of industrial <br />property. People would be commuting to work from Pleasanton to Livermore. In 1961, <br />when the area south of U. S. Highway 50 was first zoned Industrial by the County, <br />Pleasanton was against it. In 1962, Santa Clara County had 5.1 scree of industrial <br />land per 1,000 population, or a total percentage of 4.57. Mr. Blayney remarked <br />that Mr. Zion was using manufacturing figures only, while Livingston and Blayney <br />included research, wholesaling and utilities as industrial, which brings it to 8 <br />acres of industrial land per 1,000 population--then, by adding streets and drainage <br />areas, a total of 10 acres was reached. The subject area is ideally separated from <br />residential areas by a 200-ft. drainage right-of-way. Mr. Fales stated that the <br />General Electric Vallecitos installation has a very Low population per acre. In <br />1961, the City of Pleasanton General Plan did not contemplate the subject area at <br />all. A restricted industrial zone was not adopted by the County until later. The <br />City of Pleasanton did not believe that lndustrial zoning should be granted the <br />area south of U.S. Highway 50 since it was premature and the area was located in a <br />flood plain and subject to inundation. Mr. Volk stated that there are 400 acres of <br />industrial land north of U.S. Highway 50, not 250 acres as is indicated in the pro- <br />posed General Plan. He said he appreciates the school problems, and they ere doing <br />their best in this regard at considerable expense. <br />Mr. Rollin Cunningham asked,with regard to the General Electric Vallecitos install~~ <br />ti.en, if they have any future plans for expansion. Mr. Blayney said he asked them <br />this question, and they could foresee another 200-300 employees for their 1,600 <br />scree. Chairman Landon and Mr. Blayney noted that Vallecitos operates under an AEC <br />license which requires greater setbacks. <br />Communi~ Facllitias. Mr. Larry Wilson, Chairman of the Eoard of Directors, VaLle~~ <br />Community Services District, stated that the Rapid Transit line location was not <br />realistic. He also discussed the location of Valley Avenue, and water and sewer <br />easements south along the County location of Valley Avenue. Chairman Landon invite <br />Mr. Wilson to submit ?:is remarks in writing to be considered at the next meeting. <br />Dir. Blayney clarified some of the points brought up by Mr. Wilson, and added that <br />Geldermann Realtors and Mr. William Penn Mott are conferring on a regional park. <br />Mr. Robert Wasoski, ~sv^16 Silver St., asked Mr. Gale to repeat hie statements regard <br />ing Safeway Stores made earlier in this meeting. Dfr. Wasoski said he is of the <br />opinion that a shopping center 1n the discussed location would be too close to a <br />school, and he would prefer that a park be located there. <br />
