The next item on the agenda was the consideration of Tentative Subdivision Map; <br />Tract No. 2639 (Fairlanda). In giving the staff report, Mr. Campbell pointed out <br />that due to the negotiations that are currently under way relative to the sanitary <br />sewer and water service for this tract and the extensive storm drainage problems <br />encountered, many of the engineering problems have not yet been solved for this <br />tract. Mr. Campbell then gave a resume of City action on this tract up to the <br />present time. It was then pointed out that with 1,218 dwelling units permitted <br />and 854 R-1 lots shown on r_he proposed Tentative Map, this would permit a total of <br />364 apartment units. If these were evenly distributed on the areas zoned RG, there <br />would be 20 unite per acre. This would mean about 82 unite on the 4.1 acre parcel <br />that has frontage only on Santa Rita Road. This could present some traffic prob- <br />lems on the six-lane major thoroughfare that Santa Rita Road is planned to be. A <br />peak hour traffic volume of 950 vehicles near Santa Rita Road has been predicted, <br />decreasing to half this amount one mile east by 1990 on the east-west street (Pine <br />Avenue Extension) in this tract. Direct access from the 71 R-1 lots facing this <br />street, in addition to the 21 aide streets intersecting this one mile stretch of <br />planned four lane thoroughfare conceivably could present some serious traffic <br />problems if traffic predictions hold true. Staff also recommended that the streets <br />serving the cul-de-sacs backing up to the park and greenway be considered as resi- <br />dential collectors and increased to a width of 50 feet. The large storm drain lines <br />that cross lots should be constructed entirely within a single Lot and these lots <br />should be increased in width to accommodate the 10 foot wide easement that will be <br />required. Staff recommended elimination of parking pocket £or diagonal parking of <br />care shown along the narrower park frontage because no more than two parking <br />spaces would be gained and because of the problems caused by diagonal parking. <br />Staff further requested that the City Engineer be authorized to modify the City's <br />existing Standard Specifications and Details in applying them to this subdivision <br />in order to allow for modern materials, methods, and design criteria ae may be <br />required. Reference should be made to the 1960 Standard Specifications of the <br />California Division of Highways, rather than the 1954 edition. It was recommended <br />that streamlined underground electrical distribution systems be used in this <br />development. The Planning Commission should reserve the right to require full <br />underground on major electrical distribution lines in this tract if they are needed <br />and if the Planning Commission determines that it is economically feasible and <br />desirable to place them underground. It was recommended that all in-tract easements <br />be granted as public service easements with no reference to specific use. Because <br />of the problems that remain to be solved concerning sanitary sewers, water and storm <br />drainage, the City Engineer recoms~ended that the Planning Commission withhold <br />approval of these facilities until solutions are worked out, at which time the <br />Tentative Map would once again be brought before the Planning Commission for their <br />review. Mr. Campbell requested that a minimum lot size be specified and that it <br />would aid the staff in Final Map checking. Street names have not been submitted <br />ae yet. The map will be brought before the Commission again for street name ap- <br />proval after the Developer completes his list of street names. The development <br />shall conform to all applicable ordinances and regulations of the City of Pleasantor. <br />and all other ageaciea.having jurisdiction. After considerable discussion between <br />the Commission and Mr. Ted Fairfield, it was concluded that the minimum lot size <br />would be 6200 sq.ft.; 7340 sq.ft. minimum average lot size. Also, that the ped- <br />estrian walkways would be acceptable as LO feet in width if only one lot in depth. <br />If the walkways are two lots in depth, they shall be increased to 15 feet in width. <br />The streets serving the cul-de-sacs backing up to the park and greenway be con- <br />sidered ae residential collectors and be increased from 46 to 50 feet in width. <br />Regarding pedestrian walkways, after discussion and approval from Dr. Ray Haskell, <br />it was decided to delete the walkway shown on tl:e map ar. mid-block. <br />?t was felt this mid-block walkway could create a false sense of <br />security and, as a result, create more problems. Mr. Fales then pointed out that <br />the Commission should amend Resolution No. 360 to include the minimum lot size and <br />minimum average lot size in the Planned Unit Development. After discussion by the <br />Commission, upon motion of Chairman Landon, seconded by Commissioner Antonini, the <br />following resolution was adopted by unanimous vote of those Commissioners present: <br />RESOLUTION N0. 389 <br />RESOLVED: <br />The City Planning Commission hereby amends Resolution No. 360, <br />Pleasanton Investors, 582 Market Street, San Francisco, for a <br />2;oning Permit with Planned UniC Development Approval for the <br />area of Tract PIS, 2639, to add ~:he following: <br />3. The minimum lot size small be 6200 sq. ft., and the <br />average lot size shall be 7340 sq.ft. <br />
