M I N U T E S <br />of <br />THE LU;ETING <br />of <br />THE PLANNING COP4fISSION <br />Pleasanton, California <br />Juue 9, 1965 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P.M., on Wednesday, June 9, 1965, by Chairman Landon. <br />ROLL CALL showed the following: <br />Present: Commissioners Antonini <br />Johnston <br />Lozano <br />Raga <br />Chairman Landon <br />Absent: Secretary Falea <br />Director of Public Works Alan Campbell served ae Secretary Pro Tempore <br />for this meeting. <br />On motion of Commissioner Lozano, eeconded by Commissioner Johnston, the minutes of <br />the meeting of May 26, 1965, were approved ae presented by unanimous vote. <br />Chairman Landon opened the public hearing on the application of Mra. Cheater Roeai, <br />9838 MacArthur Blvd., Oakland, for a Variance from the requirements of Ord. No. 309, <br />in order to construct multiple dwelling unite with a reduced site width, rear yard, <br />aide yard and driveway, aC 492 St. John St., in an RG-15 District, which had been <br />continued from the meetings of April 28, May 12 and May 26. Mr. Campbell stated he <br />had been informed that Mr. Struthers had received a telephone call from the ap- <br />plicant's attorney, Mr. Eric Schnurmacher, and with the applicant's consent it is <br />requested that the public hearing on this matter be continued to the meeting of <br />Julq 14, 1965. This continuance applies also to the Zoning Permit application for <br />the subject property listed later on the agenda. it was moved by Chairman Landon, <br />eeconded by Commissioner Lozano, and carried, that the public hearing on the Varianc® <br />application and the Zoning Permit application of Mrs. Cheater Rossi be continued to <br />the meeting of July 14, 1965. <br />Chairman Landon opened the public hearings on the next two items on the agenda at <br />the same time, since they are related, namely, the applications of Ted Kuhlkin, <br />20928 Redwood Road, Castro Valley, for a Conditional Uae Permit in order to .operate <br />an existing mobile hems park ae a conforming use, located at 777, 779 and 785 Roee <br />Avenue, in an RG-15 District; and also a Variance application by the same applicant <br />from Section 17.404, Ord. No. 309, in order to expend an existing mobile home park <br />with a reduced site area, reduced recreational area, reduced rear-yard setback and <br />increased unit density at the above address. Mr. Campbell, in giving the staff <br />report, gave some of the background on the trailer park, dating before 1960 up to <br />1963, at which latter time the moat recent action by the Planning Commission was <br />denial of application by Mr. Kuhlkin for 25 epacee in the subject trailer park. <br />Since the subject property has residential unite as well ae trailers, there hoe <br />been some confusion attached to the allowablg number of unite since it would fall <br />under the RG-15 d~noity requirements rather than those fox a trailer court. The <br />staff believes, in the absence of an accurate drawing, that there are 18 existing <br />troller spaces and shout S other dwelling unite now on the property. The owner <br />proposes to demolish several aubaeandard buildings on the site. The staff feels <br />that the variances requested may be reasonable, and upgrading of the property would <br />be an improvement, however, the staff would like more information from the applicant <br />on the existing facilities in order Chat the number of dwelling unite can be fixed, <br />and sufficient information is not available in order for the staff to recommend a <br />detailed set of conditions to be applied to the Conditional Uae Permit at this time. <br />Mr. Ted Kuhlkin was present in the audience and explained he understands that a <br />3 ft. rear yard ie required under the old State Code. The State has recommended <br />rewiring, and Mr. Y.uhlkin said he is now obtaining bide on the electrical work. He <br />said he is removing two unite plus a trailer space, and proposes to move two trailer <br />epacee to where the existing dwelling units are located. Therefore, there will be <br />an increase from 18 to 19 trailer epacee, pluo 5 dwelling unite. After coneidera- <br />
