M I N U T E S <br />of <br />THE MEETING <br />of <br />THE PLAHNYi~ COMMISSION <br />Pleasanton, California <br />July 14, 1965 <br />The regularly scheduled meeting of the Planning Commission was called to order <br />at 8:00 P.M„ oa Wednesday, July 14, 1965, by Chairman Landon. <br />ROLL CALL showed the following: <br />Present: Commissioners Antonini <br />Johnston <br />Lozano <br />Raga <br />Chairman Landon <br />Absent: Secretary Falea <br />Director of Public Works Alan Campbell served ae Secretary Pro Tempore <br />for this meeting. <br />On motion of Commissioner Lozano, seconded by Commissioner Johnston, the minutes <br />of the meeting of June 23, 1965, were approved as presented by unanimous vote. <br />Chairman Landon opened the public hearings, continued from the meetings of <br />June 9 end 23, 1965, on the application of Ted Kuhlkin, 20928 Redwood Road, <br />Castro Valley, for a Conditional Uae Permit in order to operate an existing <br />mobile home park as a confozming use, located at 777, 779 and 785 Roee Avenue, <br />in an RG-15 District; and also a Variance application by the same applicant <br />from Section 17.404, Ord. No. 309, in order to expand an existing mobile home <br />park with a reduced site width, reduced recreational area, reduced rear-yard <br />setback and increased unit density at the above address. Mr. Campbell stated <br />that the staff had received some overlays since last meeting, revealing existing <br />facilities and those that should be removed. He went on to say that there were <br />no recreation areas, and that the proposed 24 dwelling unite is 60X more than <br />permitted. He concluded by pointing out that approval of proposed plan should <br />include the following conditions: <br />1. The applicant should be granted a period of two (2) years to <br />phase out the old washroom and build new facilities and a <br />recreation area. <br />2. In the same two (2) year period street improvements should be <br />completed and adequate drainage provided. <br />3. The relocation of electrical and telephone 11nes underground <br />should oleo be completed within this time schedule. <br />The applicant stated he would be willing to meet with the staff to bring about <br />whatever proposals are necessary to improve the trailer court but that he ie <br />in need of financial help and cannot take care of all improvements immediately. <br />He pointed out that the removal of the cabins required for recreational and <br />parking apace would reduce his income even further. Mr. Campbell stated that <br />under the Unsafe Building Ordimnce, the applicant hoe the option of tearing <br />down cabins or rebuilding them to meet the standards of the City. Coamieaioner <br />Lozacw moved that the public hearing be closed. It was seconded by Commie- <br />aioner Antonini. Further discussion by Chairman Landon suggested that a time <br />limit of two years be put on the improvements listed above and that in five <br />(5) years all improvements should be accomplished. At the end of the two year <br />period the Building Inspector would inspect the property to determine what <br />improvements would be required at that time. Mr. Struthers stated that it <br />wee legally permiaeable to impose a limit of time on the Conditional Uae Permit <br />and that the City had the final determination in deciding whether buildings <br />were in safe condition or not. It was suggested that a legal agreement be made <br />to Indicate when street improvements, electrical underground wiring and dwel- <br />ling were to be removed. Chairman Landon moved that Chia be continued to the <br />next meeting on July 28, and that the staff would work out the agreement for <br />review at that tiom. Commissioner Aatonini seconded, and the motion carried. <br />
