<br />The City Planning Commission, after the required public hearing,
<br />hereby approved the application of Glen L. Groom, 5432 San Juan
<br />Way, for a Variance from Section 6.5, Ord. No. 309, in order to
<br />construct a single-family dwelling with a reduced rear yard,
<br />located at 5559 San Juan Way, in an R-1 District.
<br />Vice Chairman Lozano opened public hearing on application of M. E. Stanley,
<br />648 Bonita Ave „ for a Conditional Uee lermit and also Zoning Permit, continued
<br />from June 23, 1965, to construct an automobile service station on a parcel of
<br />property located immediately north of the intersection of Main and First Stieets,
<br />in a C-C District. Mr. Struthers stated that he had received a coamwnication
<br />from the applicant indicating that he wished this matter to be put over to the
<br />August 25th meeting because he wanted an opportunity to review the completed
<br />right-of-way record map of the Bernal re-alignment project. This project has s
<br />direct relationship to the above application. It was moved by Commissioner
<br />Antonini, seconded by Commissioner Rega, and carried, that the above matter be
<br />continued to the meeting of August 25, 1965.
<br />Vice Chairman Lozano opened public hearing on the application of A. J. Avilla,
<br />991 Roae Ave., for a Variance from Section 8.500, Ord. No. 309, in order to con-
<br />struct a duplex on a lot with reduced site width, on a parcel of property ad-
<br />jacent on the west of 929 Roee Ave., in an RG-15 District, continued from July
<br />14, 1965; and Application fora Zoning Permit with Site Plan, Architectural sad
<br />Landscape Approval for above, continued from July 14, 1965. There was a ques-
<br />tion at that time ee to whether the lot wsa or had been subdivided or was
<br />proposed to be subdivided by the owner. After checking, it was found that this
<br />property was bought at two different times but it is one lot. It was moved by
<br />Commissioner Johnston, seconded by Coami.aeioner Antonini, and carried, that the
<br />public hearing be cloned. Mr. Ed Grove, attorney for Mr. Avilla, discussed
<br />street improvements and driveway. Mr. Struthers suggested that a contract
<br />should be required on all future improvements and as a condition of the con-
<br />tract that owner should agree to maintain or to keep in existence of record for
<br />the City an easement for the two pieces of property. After further discussion
<br />it was decided that since there were certain questions that could only be
<br />answered by the applicant the matter nhould be deferred to August 11, 1965. It
<br />was moved by Commissioner Antonini, seconded by Commissioner Rega, and carried,
<br />that the above applications for Variance and Zoning Permit be put over to
<br />August 11, 1965.
<br />The next item on the agenda was a referral from Alameda County on the applica-
<br />tion of Warren G. Ginn for an adjustment to approve access onto an approved
<br />county road across a permanent easement on an adjacent parcel, located between
<br />622 Snyder and 640 Bartholomew on Happy Valley Road. After discussion, the
<br />Planning Commission took action directing the staff to communicate to the
<br />County, regarding the continued development of rural areas into areas with
<br />essentially an urban density without adequate provision for urban-type sanitary
<br />sewage, water and street systems, and other urban services. The Commission
<br />feels that allowing areas to continue to develop in this fashion without these
<br />services is bad public policy, and leads only to difficult, costly and some-
<br />times insurmountable problems in the future, both for surrounding areas and
<br />the area in question. The Commission seriously questions the wideom of allow-
<br />ing continued growth without proper controls on the services outlined above,
<br />in the Happy Valley area.
<br />The next item on the agenda was a communication from D & V Builders, Inc., re-
<br />questing a one-year time extension for the Tentative Subdivision Map, Tract No.
<br />2680. The Commission took action recommending to the City Council, under
<br />Section 6.02, Ordinance No. 358, that the one-year time extension to Auguac 26,
<br />1966, be granted for the Tentative Subdivision Map, Tract No. 2650.
<br />There being no further business to come before the Commission, upon motion of
<br />Commissioner Antonini, seconded by Coamisaloner Lozano, and carried, the meet-
<br />ing was adjourned at 11:00 P.M., to meet again on Wednesday, August 11, 1965,
<br />at 8:00 P.M.
