<br />WHEREAS, the application of W. F. Webb, Route 1, Box 404, Pleasanton,
<br />fora Zoning Pezmit with Site Plan, Architectural and Landscape
<br />Approval in order to construct an office building on Lot 13, Stanley
<br />Blvd „ in a C-T District, has come before this Commission:
<br />NOW, THEREFORE, BE IT
<br />RESOLVED, that the above-named Zoning Permit is hereby approved.
<br />Vice-Chairman Antonini opened the public hearing on the application of Julius Levine,
<br />M.D., 1020 Levine Court, Hayward, for an amendment to Ord. No. 309 rezoning a parcel
<br />of property approximately two acres in size located on the north side of Neal St.,
<br />between 4492 Second St., and 306 Neal St., from the R-1 to the R-2 District. Mr.
<br />Fales presented the staff report, and plans were displayed for the Commission to
<br />study. The proposed use for this land is a 25 bed hospital and nursing home. Dr.
<br />Levine was present in the audience, and stated that it was his intention to construct
<br />a 25 bed hospital and nursing facility upon the property, and that the addition of a
<br />99 bed hospital was a possibility. He stated he was not aware of the many restric-
<br />tions in connection with the proposed building. He went on to say that there was a
<br />great need for a hospital in Pleasanton and the medical representatives of the
<br />community that he had talked to were in favor of such. Mr. Fales commented that
<br />this was the first time the staff knew of the large proposed facility and that much
<br />study would be needed to solve the various problems in connection with same, ouch
<br />as traffic. In this regard, the staff would need a specific plan for this study.
<br />Mr. Garton, representing the Presbyterian Church, stated that they felt the proposal.
<br />was a compatible use. They felt there would be less problems with a hospital unit
<br />than with single family and suplex type homes. He stated further that there was a
<br />need for a hospital in Pleasanton, thus the willingness of the Church to sell for
<br />this purpose. Several Doctors in the audience spoke with regard to this proposal as
<br />follows: Dr. Shanks - Several Doctors feel that such a facility would be advantag-
<br />eous to the community, if problems in parking, etc., can be worked out; Dr. Gaeckle-
<br />Felt the type of hospital should be determined before he could lend his support,
<br />didn't want it to be specialized to the point that few could be served. Mr. Cliff
<br />Harbough, resident of Dublin, spoke on behalf of citizens of Dublin, stating that
<br />they held a meeting the evening before with 33 people present, and their decision
<br />was in favor of a hospital in Pleasanton to serve the Valley area as the need is
<br />great. Mr. Fales reiterated that the staff was totally ignorant of the proposal
<br />presented for the large facility, the application before the Planning Commission was
<br />for rezoning only at this tithe and it is not the time to consider details of develop-
<br />ment. Dr. Collins stated that he has been a resident of Pleasanton for 17 years,
<br />and feels the people of Pleasanton want a hospital. It was moved by Commissioner
<br />Raga, seconded by Commissioner Plato, and carried, that the public hearing be closed.
<br />There was further discussion regarding rezoning of other property adjoining the
<br />above area, as well ae parking apace, traffic problems and other related items. Upor,
<br />motion of Co®issioner Rega, seconded by Vice-Chairman Antonini, the following
<br />resolution was adopted by unanimous vote.
