<br />The regularly scheduled meeting of the Planning Commission was called to order at
<br />8:00 Y,M„ on Wednesday, November 24, 1965, by Chairman Landon.
<br />ROLL CALL showed the following:

<br />Upon motion of Commissioner Antonini, seconded by Commissioner Johnston, the
<br />minutes of the meeting of November 10, 1965, were approved as presented by unani-
<br />mous vote.
<br />Chairman Landon opened the public hearing on the application of Sam W. Garlitz,
<br />225 West Angela Street, for a Variance from Section 8.500, Ordinance No. 309, in
<br />order to construct a duplex at the above address with a reduced site width, in an
<br />RG-15 District. Mr. Falea presented the staff report and plans were given the
<br />Commission for study. Mr. Eugene Reagen, agent for Mr. Garlitz, was present in
<br />the audience. Mr. Reagen spoke briefly concerning this application and stated
<br />that he concurred with the staff report. It was moved by Commissioner Antonini,
<br />seconded by Commissioner Johnston, and carried, that the public hearing be closed.
<br />After discussion by the Commission, it was determined to consider this Variance
<br />application together with a Zoning Permlt, also submitted by Mr. Garlitz, which
<br />appeared later on the agenda.
<br />Commissioner Plato joined the meeting at 8:10 P,M.
<br />Chairman Landon opened the public hearing on the application of Devmar, Inc., 268
<br />Grand Avenue, Oakland, for an Amendment to Ordinance No. 309 rezoning a parcel of
<br />approximately 94 acres located east of Santa Rita Road between Mohr Avenue and the
<br />Eaiser private road, from the A District to the R-1 District. Mr. Fales read a
<br />letter from Llvingaton and Blayney, dated November 19, 1965, which recommended
<br />that this application be denied due to the fact that Pleasanton is now confronted
<br />with the need to provide a balance among the uses for which land in the City can
<br />be developed. Also, that industrial land is needed where rail service is avail-
<br />able, and this parcel of land offers such rail service. Ted Fairfield, representing
<br />Devmar, Inc., was present is the audience. Mr. Fairfield stated that he felt
<br />there was a panic regarding land use in this area, and the General Plan shows this
<br />land as either Industrial or R-1. Mr. Fairfield further stated that the land would
<br />cost more to go industrial due to the fact there is no sewer, water, streets, etc.,
<br />and that he felt it would be difficult to get several industries that would compare
<br />with the firma we now have in the City. It was suggested by Mr, Fairfield that a
<br />compromise be made and go R-1 with approximately 17 acres for industrial. Judge
<br />William Gale, representing Mr. Orloff, the owner, stated that if this plan is not
<br />accepted, the option would be dropped in December and the sale would not materialize.
<br />Therefore, it was requested that if the subject application is not acceptable, that
<br />the property not be re-zoned at all, as the property would not be sold for some
<br />time. It was moved by Commissioner Johnston, seconded by Commissioner Antonini,
<br />and carried, that the public hearing be closed. There was further discussion
<br />pointing out that legitimate development cost dosen~t really matter to industry
<br />once management has made the decision to locate in a given place; also, that the
<br />railroad is a great asset to industry. Upon motion of Commissioner Antonini,
<br />seconded by Commissioner Rega, the following resolution was adopted, with roll call
<br />vote as follows: AYES: Chairman Landon, Commissioners Antonini, Plato, Rega;
<br />NOES: None; Abstained: Commissioner Johnston.
