M I N U T E S
of
THE MEETING
of
THB PLANNING COMMISSION
Pleasanton, California
November 24, 1965
The regularly scheduled meeting of the Planning Commission was called to order at
8:00 Y,M„ on Wednesday, November 24, 1965, by Chairman Landon.
ROLL CALL showed the following:
Present: Commissioners Antonini
Johnston
Rega
Chairman Landon
Secretary Fales
Absent: Commissioner Plato
Upon motion of Commissioner Antonini, seconded by Commissioner Johnston, the
minutes of the meeting of November 10, 1965, were approved as presented by unani-
mous vote.
Chairman Landon opened the public hearing on the application of Sam W. Garlitz,
225 West Angela Street, for a Variance from Section 8.500, Ordinance No. 309, in
order to construct a duplex at the above address with a reduced site width, in an
RG-15 District. Mr. Falea presented the staff report and plans were given the
Commission for study. Mr. Eugene Reagen, agent for Mr. Garlitz, was present in
the audience. Mr. Reagen spoke briefly concerning this application and stated
that he concurred with the staff report. It was moved by Commissioner Antonini,
seconded by Commissioner Johnston, and carried, that the public hearing be closed.
After discussion by the Commission, it was determined to consider this Variance
application together with a Zoning Permlt, also submitted by Mr. Garlitz, which
appeared later on the agenda.
Commissioner Plato joined the meeting at 8:10 P,M.
Chairman Landon opened the public hearing on the application of Devmar, Inc., 268
Grand Avenue, Oakland, for an Amendment to Ordinance No. 309 rezoning a parcel of
approximately 94 acres located east of Santa Rita Road between Mohr Avenue and the
Eaiser private road, from the A District to the R-1 District. Mr. Fales read a
letter from Llvingaton and Blayney, dated November 19, 1965, which recommended
that this application be denied due to the fact that Pleasanton is now confronted
with the need to provide a balance among the uses for which land in the City can
be developed. Also, that industrial land is needed where rail service is avail-
able, and this parcel of land offers such rail service. Ted Fairfield, representing
Devmar, Inc., was present is the audience. Mr. Fairfield stated that he felt
there was a panic regarding land use in this area, and the General Plan shows this
land as either Industrial or R-1. Mr. Fairfield further stated that the land would
cost more to go industrial due to the fact there is no sewer, water, streets, etc.,
and that he felt it would be difficult to get several industries that would compare
with the firma we now have in the City. It was suggested by Mr, Fairfield that a
compromise be made and go R-1 with approximately 17 acres for industrial. Judge
William Gale, representing Mr. Orloff, the owner, stated that if this plan is not
accepted, the option would be dropped in December and the sale would not materialize.
Therefore, it was requested that if the subject application is not acceptable, that
the property not be re-zoned at all, as the property would not be sold for some
time. It was moved by Commissioner Johnston, seconded by Commissioner Antonini,
and carried, that the public hearing be closed. There was further discussion
pointing out that legitimate development cost dosen~t really matter to industry
once management has made the decision to locate in a given place; also, that the
railroad is a great asset to industry. Upon motion of Commissioner Antonini,
seconded by Commissioner Rega, the following resolution was adopted, with roll call
vote as follows: AYES: Chairman Landon, Commissioners Antonini, Plato, Rega;
NOES: None; Abstained: Commissioner Johnston.
