M I N U T E S <br />of <br />THE PLANNING COMMISSION <br />Pleasanton, California <br />January 12, 1966 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P.M., on Wednesday, January 12, 1966, by Chairman Landon. <br />ROLL CALL showed the following: <br />Present: Commissioners Antonini <br /> Johnston <br /> Plato <br />Chairman Landon <br />Secretary Fales <br />Absent: Cammisaioner Rega <br />Upon motion of Commissioner Johnston, seconded by Coausisaioner Antonini, the minutes <br />of the meeting of December 22, 1965, were approved as presented by unanimous vote. <br />Commissioner Rega joined the meeting at 8:05 P.M. <br />Chairman Landon opened the public hearing on the application of Wm. T. Marsh, 29 <br />Castledown Road, Pleasanton, for an amendment to Ordinance No. 309 rezoning approxi- <br />mately 2~ acres of property located south of Kottinger Avenue, east of Second Street, <br />west of Del Sol Avenue, and north of Neal Street, from the R-1 to the RG-15 District. <br />Mr. Fales presented the staff report which stated that the application for rezoning <br />originally filed on this property in November, 1965, requested rezoning to R-2 with <br />a proposed use of licensed nursing home. This application was subsequently amended <br />by the applicant on December 2, 1965, and at the Planning Commission meeting of <br />December 8, 1965, the Planning Commission set a new public hearing on the amended <br />application for January 12, 1966. The parcel is presently vacant and prior to the <br />construction of Del Sol Avenue did not have frontage on any public street. It is <br />bounded on the west by single family residential area, fronting on Second Street, <br />and is indicated multiple in the General Plan; it is bounded on the east by single <br />family residential and Del Sol Avenue; it is bounded on the south by a present <br />vacant lot which has been rezoned recently to R-2 by the City Council; 1t is bounded <br />on the north by vacant land which is part of single family residential lots fronting <br />on Second Street. A report by Livingston and Blayney prior to the adoption of the <br />present General Plan concerning the property to the south indicated that RG zoning on <br />that property, or even all R-2 zoning on that property, would result in a density . .. <br />that would be inconsistent with the character and present pattern of development in <br />the area. They did recommend in connection with that lot, however, that R-2 zoning <br />on a portion of it wauld be appropriate as far as the density was concerned and that <br />the mixture of dwelling types was desirable to relieve the monotony found in many <br />new residential developments. The present General Plan indicates this area to be <br />medium density. If this parcel, containing approximately 2'~ acres, were zoned en- <br />tirely RG-15, a total of 72 unite would be allowed under our Zoning Ordinance. The <br />only access to this parcel is Del Sol Avenue, through Entrada Drive and Neal Street, <br />an area which is entirely residential. Traffic generated by a total RG-15 devel- <br />opment on this parcel would place an undesirable burden on these residential streets. <br />It was suggested that this parcel be combined with adjacent properties to develop it <br />as different adjacent uses. Mr. Lee Amaral, representing Mr. Marsh, and Mr. Marsh <br />were both present in the audience. Mr. Amaral spoke stating that the properties <br />could not be put together and that the hill on the property created further problems. <br />Mr. Amaral further stated that he felt garden apartments should be in the old part of <br />town. It was moved by Commissioner Rega, seconded by Commissioner Plato, and carded <br />carried, that the public hearing be closed. After further discussion by the Com- <br />mission, upon motion of Commission Antonini, seconded by Commissioner Rega, the <br />following resolution was adopted by unanimous vote. <br />RESOLUTION N0. 498 <br />RESOLVED: That the Planning Commission recommends to the City <br />Council that the application of Wm. T. Marsh, 29 <br />Castledown Road, Pleasanton, for an amendment to <br />Ordinance No. 309 rezoning approximately 2~ acres of <br />Second Street, west of Del Sol Avenue, and north of <br />Neal Street, from the R-1 to the RG-15 District, <br />be rezoned to R-2. <br />
