The next Item on the agenda was the application of J. Jack Bras, 4377 First Street, <br />for a Zoning Permit with Site Ylan, Landscape and Architectural Approval, in order <br />to construct a new administration building at the Alameda County Fairgrounds. Mr. <br />Campbell presented the staff report which explained that the new building would <br />replace the old 4-H building and is the first unit of the Master Plan developed <br />by the Fair Board. The staff report recommended approval of this application. Mr. <br />Jack Brae was present is the audience and pointed out that the new building will <br />face on Pleasanton Avenue. Upon motion of Commissioner Garrigaa, seconded by <br />Chairman Antonini, and carried, it was determined that the above named Zoning <br />Permit be approved. <br />The next item on the agenda was the application of Scholastic Magazines on Sunol <br />Boulevard for the addition of a small accessory building to the rear fo the exist- <br />ing building for the purpose of storing garden equipment. Mr. Campbell presented <br />the staff report which stated that the proposed storage shed would not affect the <br />landscape, etc, now existing and recommended approval of the application. Upon <br />motion of Chairman Antonini, seconded by Commissioner Arnold, and carried, it was <br />determined that the above named Zoning Permit be approved. <br />The next item on the agenda was the application of Charles Lenderman, 1707 Orchard <br />Way for a Zoning Permit in order to conduct a part-time home occupation as a <br />psychologist. Mr. Lenderman was present in the audience and indicated he would be <br />seeing young children and teenagers by appointment only. After further discussion, <br />upon motion of Commissioner Johnston, seconded by Commissioner Carrigan, and <br />carried, it was determined that the above named Zoning Permit be approved. <br />The next item on the agenda was the Time Extenaioa for Tract No. 2802, Vintage <br />Hills. After considerable discussion, motion was made by Chairman Antonini, seconded <br />by Commissioner Carrigan, to recommend to the City Couacil that the time extension <br />for Tract No. 2802, Vintage Hills, be approved subject to following conditions: <br />(1) Park Dedication Ordinance, (2) Undergrou~ utilities be required. The roll <br />call vote showed the following: AYES: Chairman Antonini, Coa®iasioner Carrigan. <br />MOSS: Commissioners Arnold and Johastnn. ABSENT: Commissioner Plato. Motion <br />failed for lack of majority of quorum. <br />Upon motion of Commissioner Johnston, seconded by Co®eiseioaer Arnold, the <br />following resolution was adopted by unanimous vote. <br />RBSOLUTION N0. 617 <br />WHEREAS, the application for time extension, Tract No. <br />2802, Vintage Hills, has coma before this Co®iasion: <br />NOW, THEREFORE, BE IT <br />RESOLVED: to recommend to the City Council that the tip <br />extension for Tract 2802, Vintage Hills, be <br />approved subject to provisions that all existing <br />ordinances apply; plus all utilities to be under- <br />ground. <br />There were no Referrals from Alameda County or the City Council. <br />The next item on the agenda was Referrals from Recreation and Park Commission. The <br />Recreation aad Park Commission, for the information of the Commission, submitted <br />recommendations concerning the park and recreation element of the general develop- <br />ment plan for the Ditz-Crane development (Hansen Home Ranch). <br />Under matters initiated by Commission members, Commissioner Arnold questioned the <br />possibility of establishing an underground utilities ordinance. It was determined <br />to request a public hearing to establish an ordinance for underground utilities <br />thereby amending the Subdivision Ordinance. A public hearing was set for amendment <br />to Subdivision Ordinance for underground utilities for October 26, 1966. <br />Commissioner Johnston asked that the Planning Commission receive the minutes of the <br />Subdivision Committee meetings ae soon as possible after such a meeting has taken <br />place. <br />Commissioner Carrigan asked about a sign ordinance which could eliminate some of <br />the conflict we sow have regarding various signs. Commissioner Carrigan referred <br />to the recent temporary sign for Wells Fargo Bank applied for by Mr. Kloock of <br />San Francisco. <br />
