M I N U T E S <br />of <br />THE PLANNING COMMISSION <br />Pleasanton, California <br />March 8, 1967 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P.M., on Wednesday, March 8, 1967, by Chairman Antonini. <br />ROLL CALL showed the following: <br />Present: Coa®isaioner Arnold <br /> Garrigan <br /> Plato <br />Chairman Antonini <br />Secretary Spink <br />Absent: Commissioner Johnston <br />Upon motion of Commissioner Garrigan, seconded by Chairman Antonini, and carried, <br />the minutes of March 1, 1967, were approved se presented by unanimous vote. <br />4a. GPA-67-1. PLanninR Commission. <br />Chairman Antonini opened the public hearing on the application of the Planning <br />Commission to consider an amendment to the Pleasanton General Plan assigning <br />a High Density Residential land use designation to the area between Kottinger <br />Avenue and Neal Street, easterly of Second Street, now designated Medium <br />Density Residential on said General Plan. Mr. Spink presented the staff <br />report which recommended that the Planning Commission recommend to the City <br />Council the adoption of a General Plan Amendment to redesignate the area <br />shown on Exhibit A from Residential - Medium Density to Residential - High <br />Density. Mr. Spink also read a letter from Joseph and Betty Alves related <br />to this rezoning. <br />4b. RZ-67-1. Pleasanton Gardens. Inc. <br />Chairman Antonini opened the public hearing on the application of Pleasanton <br />Gardena, Inc., P.O. Box 911, Pleasanton, for an amendment to Ordinance No. <br />309, rezoning approximately two acres located at 251 Kottinger Avenue from <br />the R-1 District to the RG-15 or other District. Mr. Spink presented the <br />staff report which recommended to the City Council the rezoning of the subject <br />property from the R-1 to the RG-25 in accordance with Exhibit A. <br />Mr. Campbell presented a brief report on the possible traffic generation <br />and circulation on Kottinger Avenue if this area were to be rezoned. Mrs: <br />Louise Gerton, speaking for Pleasanton Gardens, Inc. gave the background on <br />the proposed development and the reasons for this development. Mrs. Gerton <br />read a letter from Robert Bauge asking that rezoning on this property be <br />approved. Mr. Bill Amoa spoke stating the type of person that would be a <br />resident of Pleasanton Gardens; for example, a widow, 65 years of age or <br />older, low income, etc. Mr. Bill Christner spoke regarding acreage, stating <br />that it would be slightly leas than two acres and that traffic would be neg- <br />ligible. Mr. Ed Alves offered to answer any questions anyone might have. <br />Mr. George Cushing of Fremont raised the question of when the people presently <br />proposed to live in this development should pass on, who will occupy these <br />units and how many care would the new people have. Mr. Christner and Mr. <br />Amos stated it would continue as now proposed under such circumstances. Mr. <br />Fred Dahl, architect for the development, spoke stating that only a small <br />percentage of these people are eligible for drivers' licensee. Mrs. Gerton <br />then read a letter from Mr. Don Landers pertaining to the subject rezoning. <br />Dlr. Joe Theodore agreed to have the two acres rezoned but did not want the <br />rest of the area rezoned. Reverend Vogt spoke and stated that all churches <br />in the community are concerned and active in this proposal, and went on to <br />state his concern for the elderly. Upon motion of Commissioner Garrigan, <br />seconded by Chairman Antonini, and carried, the public hearing was closed. <br />After further discussion, UPON MOTION OF COT4fISSIONER PLATO, SECONDED SY COM- <br />MISSIONER ARNOLD, AND CARRIED, IT WAS DETERMINED TO CONTINUE THE GENERtiL PLAN <br />AMENDMENT 67-1 FOR FURTHER STUDY. <br />During discussion on proposed rezoning for Pleasanton Gardens, Inc., some <br />items mentioned were the possible alternatives if RG-25 zoning were granted; <br />3-8-67 <br />
