Z-67-12. Pleasanton Gardena. Inc. <br />The next item on the agenda was the application of Pleasanton Gatdena, Inc., <br />P. O. Box 911, Pleasanton, fos a Zoning Permit with Site Plan Landscape S Archi- <br />tectural Approval for a 40 unit senior citizens' housing development to be <br />located at 251 Kottinger Avenue in an area presently zoned x 1 and recommended <br />by the Planning Commission to the City Council for rezoning to an RG-25 <br />District. After discussion on this matter, UPON MOTION CF COMMISSIONER PLATO, <br />SECONDED BY COMMISSIONER J~iNSTON, AND CARRIED, IT WAS DETERMINED TkiAT THE <br />ABOVE NAMED APPLICATION BS TENTATIVELY APPROVED SUBJECT TO THE FOLLOWING <br />CONDITIONS: <br />1. Completion of rezoning action. <br />2. Approval of V-67-11 and the conditions attached thereto. <br />3. Reduction of fencing height in required front yard to 2'~ feet. <br />4. Parking location and access approved subject to revision to retain where <br />possible existing specimen Wslnut trees. Location of five foot planting <br />area and six foot masonry wall and along the east line of the driveway <br />and the provision of necessary easements to guarantee continuing permanent <br />access fry adjoining property. <br />5. Spacing between buildings to be 10 feat except recreation building shall <br />be 15 feet from other structures. <br />6. Recreation building to have a fire retardant roof. <br />7. Eight-inch pepper tree to be retained. <br />8. Creek to be placed in conduit and landscape plan redesigned to provide a <br />substitute element of equal significance. <br />9. Subject to necessary fire protection facilities as required by the Fire <br />Chief. <br />10. Provision of adequate on-site area lighting. <br />11. All utilities to be served underground. <br />12. Necessary street improvements to provide a 25 foot half-width from existing <br />centerline on Kottinger Avenue including 20 feet of paving, curb, gutter, <br />and sidewalk, design subject to approval of the Director of Public Works, <br />to be prepared by a registered civil engineer. <br />i3. Provision of an 8-foot public service easement along the Kottinger frontage. <br />7.4. All parking areas, access ways, driveways, to be paved to City standards. <br />15. Final design of on-site walkways and of the units shall make reasonable <br />provision for non-ambulatory residents. <br />16. Subject to final approval by the Planning Commission of complete architec- <br />tural and landscape plena including but not limited to full architectural <br />elevation showing all materials, colors, etc. and a full landscape plan <br />showing all plant materials (species, variety and size) and other land- <br />scape elements. <br />4d. Orr <br />Chairman Antonini opened the public hearing on the application of Clarence M. <br />Orr, 4127 Francisco Street, for a Variance from Section 6.500 to allow a patio <br />cover to encroach into the required rear yard to be located at the above address <br />in an R-1 District. Mr. Spink presented the staff report which recommended <br />approval. Upon motion of Chaitman Antonini, seconded by Co®iasioner Plato, <br />and carried, the public hearing was closed.
