UP-67-16, Pleasanton Citv Council.
Chairman Antonini opened the public hearing on the application of the Pleas-
anton City Council for a Conditional Use Permit under Section 11.301 for
the installation of an interim public library facility in a portable "modulux"
building, to be located in the far northwest corner of the John Delucchi
Memorial Park in a C-C District. Mr. Castro presented the staff report
which discussed the three possible sites (Railroad Avenue Site, St. John Site,
and the John Delucchi Memorial Park Site), recommending approval of the
John Delucchi Memorial Park Site. Mr. Castro noted that though parking was
a problem on all three sites, the John Delucchi Memorial Park Site offered
the best design element and traffic circulation. Mrs. Barbara Boyd, from
the County Library office, in answering the question of a fourth possible site,
stated that last fall a site was considered on Santa Rita Road, but was
protested by the City. It was questioned if the site by the high school
had been considered, but Mrs. Boyd stated there was no interest from the
high school concerning this possibility. Mre. Boyd stated the library's
requirements for a space within their tax rate, accessible to young children,
and near the center of town.
Mrs. Harry Morgan expressed her concern with the poor lighting on the St. John
Street Site. Mr. Campbell informed the audience that at any of the sites
chosen, adequate lighting would be provided.
Mrs. Howard Neely stated that on the St. John Site, no new modulux building
could later be added when the present one is outgrown, and therefore the
City would have to build a library.
It was noted that the Saint John Site is subJect to future street realignment.
Mr. Bill Herlihy stated his concern with truck traffic from Kaiser using
First Street.
There was further discussion of a fourth site at the end of the parking
lot on the fairgrounds.
Upon the motion of Commissioner Garrigan, seconded by Cosmissioner Arnold,
and carried, the public hearing was closed. Mrs. Boys: stated the library
lease expires on October 13, 1967, but that the County had asked for a time
extention. There had been no negotiation to renew the lease as the
present facility was not adequate.
After further discussion, upon the motion of Commissioner Plato, seconded
by Commissioner Garrigan, the following resolution was adopted by unanimous
>>o `e
10-? +-67
