The applicant was advised of her right to appeal the decision <br />to the City Council. <br />6b.) Z-68-18. Emmett Horn. <br />Application of Emmett Horn, 921 Rose Avenue, Oakland, for a home occupation <br />permit to conduct a business in the sale and service of a licensed fire ex- <br />tinguisher. Chairman Antonini explained to the applicant that the Planning <br />Commission had not yet met with the City Council regarding policy on home occu- <br />pations, and asked if Mr. Horn would agree to the matter being postponed. <br />The applicant agreed, stating he would like a definite opinion from the Planning <br />Commission on home occupations. Z-68-23, J. Bras for Geortte Oakes. <br />Application of J. Bras, 4377 1st Street, for a Zoning Permit with Site Plan, <br />Architectural and Landscape Approval to construct seven four-plex apartment <br />unite located on Fairlands Drive. Mr. Castro stated no landscaping plan <br />or elevation plan had been submitted, but that photographs, labelled Exhibit A <br />would be accepted as the proposed exterior treatment of the units. Mr. Bras <br />spoke concerning Condition 464 (parking redesign on lots 2 and 3) indicating <br />the apartments could be moved forward on the property if desired in order to <br />allow the parking suggested by the Planning Director. Traffic circulation <br />within the apartment area was discussed. After further discussion, UPON <br />MOTION OF COMMISSIONER ARNOLD, SECONDED BY COMMISSIONER GARRIGAN, AND CARRIED, <br />ZONING PERMIT Z-68-23 WAS CONTINUED TO.TP,E MEETING QF MAY 8„ 1968 TO .'iLLOW THE <br />APPLICANT TO SUBMIT ADEQUATE LANDSCAPING AND ARCHITECTURAL PLANS. <br />6f.) Z-68-24. Travel Universal. <br />Mr. Castro stated the application of Travel Universal, 2152 Second Street, <br />Livermore, for a Zoning Permit to allow a 40 foot bus loading zone on both sides <br />of First Street approximately opposite 4265 First Street; the request was also <br />for a crosswalk between these two zones. Mr. Castro read a memo from the <br />Public Works Department indicating the problem of bus traffic circulation. <br />The report objected to the mid-block crosswalk because of heavy traffic <br />and large trucks using First Street. The report indicated there should be <br />an area provided for storage of freight and baggage as well as benches for <br />seating, The Conm<ission was concerned about sign obstructions when buses <br />are parked along First Street. Mr. Castro stated a Conditional Use Permit <br />could be granted for a limited time until a more suitable location is found. <br />The Commission noted that additional pedestrian and auto traffic would be <br />a hardship on the merchants of Pleasant Plaza; particularly the loss of 2 or <br />3 parking spaces to accommodate the benches and storage of Luggage. The <br />applicant, Mr. Charles Speake, indicated the current location for the bus depot <br />was not adequate, and would be occupied by the adjacent drug store as soon <br />as the bus depot found another location. Both the applicant and the Commission <br />agreed that the proposed location was not ideal, but many other possibilities <br />had been exhausted with no success. The Commission asked that the matter be <br />continued with consent of the applicant to allow more time to study other <br />possible locations. UPON MOTION OF COMMISSIONER GARRIGAN, SECONDED BY COM- <br />MISSIONER PIATO, AND CARRIED, IT WAS DETERMINED TO CONTINUE THE MATTER TO <br />THE NEXT REGULAR MEETING OF MAY 8, 1968. <br />6g.) 2-68-26. Robert Clauser. <br />Mr. Castro explained the application of Robert Clauser, 4340 Railroad Avenue, <br />for a Zoning Permit to improve the front of the building located at 519 Main <br />Street. Mr. Castro read a letter from the Chief Building Inspector listing <br />14 conditions due to violations of the Unsafe Building Ordinance, and 13 <br />conditions for needed electrical work. Mr. Castro noted that under the <br />new Ordinance signs which project over the sidewalk will be non-conforming, <br />and perhaps the applicant would not wish to paint it as proposed. UPON <br />MOTION OF COMMISSIONER GARRIGAN, SECONDED BY CHAIRMAN ANTONINI, AND CARRIF,D, <br />IT WAS DETERMINED TO APPROVE ZONING PERrIIT Z-68-26 SUBJECT TO THE FOLLOWING <br />CONDITIONS: <br />1. That the permit is granted for the property as described in the application <br />and any attachments thereto, and as shown on the attached plan, labelled Exhibit <br />A. <br />2. Two single wall heater vents, connectors enter wall without a thimble. <br />Section 2(f). Provide type B vent connectors with thimbles in wall. <br />3.
