M I N U T E S <br />PLANNING COMMISSION <br />City of Pleasanton <br />June 12, 1968 <br />The regularly scheduled meeting of the Planning Commission was called to order <br />by Chairman Antonini at 8:03 P, M., Wednesday, June 12, 1968. <br />ROLL CALL showed the fallowing: <br />PRESENT: Commissioner Gibbs <br />Plato <br />Garrigan <br />Chairman Antonini <br />Secretary Castro <br />ABSENT: Commissioner Arnold <br />APPROVAL OF MINUTES: <br />Mr. Castro noted a correction on page 4 of the minutes of May 22, 1968, <br />Resolution No. 784, which should read as follows: "RESOLVED: that the <br />Planning Commission hereby approves the above application for Tentative Tract <br />No. 2987 subject to the following conditions: ..." Upon motion of Commissioner <br />Gibbs, seconded by Commissioner Plato, and carried, the minutes of May 22, <br />1968, were approved as corrected. <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br />There were several revisions to the agenda which will be noted as they were <br />considered by the Planning Commission. <br />5. OLD BUSINESS <br />Sa.) RZ-67-14. Planning Commission <br />Chairman Antonini opened the public hearing on the application of the Planning <br />Commission for an amendment to Ordinance No. 309 amending the Zoning Map to <br />zone portions of the area of Annexation 49 to A (Agriculture), R-1 (Single <br />Family) and C-F (Commercial Freeway) Districts. Mr. Castro gave the staff <br />report, stating the Planning Department had made a thorough study of the future <br />need for industrial land. Mr. Castro explained that the property located <br />on the east side of Santa Rita Road designated on the General Plan as industrial <br />or residential could be zoned to another use as there is adequate industrial <br />land planned for the City of Pleasanton. Mr. Castro continued that the exten- <br />sion of a non-conforming use for the E1 Rancho Motel should not be influenced <br />by the annexation agreement which gave to Western Sierra Lumber Company a <br />conditional use permit for 23 years. Mr. Castro concluded with a recommendation <br />that the Commission approve Exhibit "A" land use study, further that the con= <br />ditional use permit for the EL Rancho Motel be considered by the Planning <br />Commission at a later time. Mr. Dudley Frost, representing D & V Builders, <br />presented a proposal for a small portion of his tract to be rezoned from R-1 <br />(residential single family) to multiple family dwellings, thus tying in with <br />the surrounding multiple zoning which had been proposed by the Planning <br />Department. Lee Amaral, representing Mr. Mel Mack of the E1 Rancho Motel, <br />did not concur with Mr. Castro's reason for rezoning the motel to multiple <br />zoning. Mr. Amaral stated that the motel would undoubtedly be allowed to <br />deteriorate towards the end of the conditional use period if it were granted <br />because it would not be feasible to continue to invest money in the motel. <br />Mr. Amaral asked that the motel be zoned commercial, the same zoning it had <br />under the County before being annexed to the City of Pleasanton. Mr. Mack <br />was also present and agreed with the statements made by Mr. Lee Amaral. <br />After further discussion, upon motion of Commissioner Plato, seconded by <br />Chairman Antonini, and carried, the public hearing was closed. The Commission, <br />in general, felt they should not change the commercial zoning the mote: had <br />when annexed to the City to another classification which would make the motel <br />a non-conforming use. Mr. Castro stated that if the motel were spot zoned <br />commercial, the commercial zoning would probably then continue to be practiced <br />on Santa Rita Road. The Commission generally felt that spot zoning had started <br />with the commercial zoning of the Amador Shopping Center.
