That a separate application be submitted to the Planning Department for review and action by the Design Review Board relative to signs for the project. 5. That upon completion of the Phase I improvements, the applicant shall be responsible (i) for the maintenance of all existing on-site landscaping installed within the P.S.E.'s, and (ii) for the maintenance of all bus shelters so located or to be located on the site in the future within those P.S.E.'s. 6. That the use of the helipad be limited to emergency situations and that no regularly scheduled use of the facility will be permitted. The helipad shall be operated so as to maintain exterior noise levels at affected, adjoining residential sites to at or below the City's maximum General Plan average day-night noise level (55 dBA Ldn). 7. That a noise assessment study reflecting impacts and mitigation measures resulting from the specific design and use of the helipad shall be submitted by the applicant for review by the City at the time design review approval is requested for that corresponding phase of the project. 8. That no development on any subsequent phase of the project may be approved until the developer performs a traffic analysis, satisfactory to the City Engineer, in sufficient detail to identify traffic/circulation impacts attributable to that corresponding phase of development in order to determine which specific mitigation measures should be constructed/implemented to maintain traffic conditions at affected roadway intersections at uncongested levels (LOS D or better); that, further, new construction on any phase of the project shall be allowed or approved only when traffic improvements so required are under construction or have been funded. 9. That this development is subject to the conditions as noted in the report from Engineering Services Section, dated September 9, 1986, and standard conditions of approval except 7, 12, 13, 14, 29, and 46.
