PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 2853 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR THE <br />PLEASANTON LIBRARY AS FILED UNDER CASE UP-86-42 <br />WHEREAS, the City of Pleasanton has applied for a conditional use <br />permit to establish a library facility on an <br />approximately 4 acre site located at the northeast <br />corner of the intersection of Bernal Avenue and Old <br />Bernal Avenue; and <br />WHEREAS, zoning for the property is "P/C-O" (Public and <br />Institutional - Civic Overlay) District; and <br />WHEREAS, at its meeting of October 22, 1986, the Planning <br />Commission approved a negative declaration for Cases <br />UP-86-42 and Z-86-339 after considering all public <br />testimony, relevant exhibits and recommendations of the <br />City staff concerning this application; and <br />WHEREAS, the Planning Commission made the following findings: <br />A. That the proposed location of the conditional use <br />is in accordance with the objectives of the zoning <br />ordinance and the purposes of the district in which <br />the site is located. <br />The project is located in the "P/C-O" (Public and <br />Institutional Civic - Overlay) District. The Civic <br />Overlay district is reserved for construction and <br />use of office, commercial and public buildings <br />compatible with the civic center character of the <br />district. In addition, the "P" Zoning District <br />conditionally allows public buildings and related <br />facilities. The proposed library would be an <br />appropriate civic use in the zoning district and <br />would be generally compatible with the scale, <br />design and use of the existing municipal buildings <br />in the Civic Center area. <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental. to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br />The library will not interfere with the purposes of <br />the "P/C-O" District and is an appropriate use for <br />the site. Indeed, the location of the facility <br />would help in consolidating municipal services in <br />one area which is one intent of the Civic Center <br />- 1 - <br />
