PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 2881 <br />RESOLUTION RECOMMENDING CITY COUNCIL AMEND RESOLUTION <br />NO. 73-34 AND APPROVE CASE UP-86-54, APPLICATION OF <br />SECURITY PACIFIC NATIONAL BANK FOR A FINANCIAL FACILITY <br />TO BE LOCATED AT 5000 HOPYARD ROAD <br />WHEREAS, Meyer Properties has applied for a conditional use <br />permit to allow for a bank in an existing office <br />building at 5000 Hopyard Road; and <br />WHEREAS, zoning for the property is PUD (Planned Unit <br />Development) Industrial/Commercial and Offices District; <br />and <br />WHEREAS, the regulations of the PUD District in which Meyer <br />Center is located allows for the establishment of banks <br />within the business park but only with the granting of a <br />use permit. Further, the applicant is requesting a <br />clarification, amendment or rescission of the existing <br />City Council policy discouraging the establishment of <br />financial institutions in the City where an existing <br />office is not already established in the downtown core <br />area. City Council Resolution No. 73-34, adopted in <br />1973, reflects this policy; and <br />WHEREAS, Security Pacific Bank does not now have an existing <br />office in the downtown area; and <br />WHEREAS, at their duly noticed public hearing of December 10, <br />1986, the Planning Commission made the following <br />findings: <br />A. That the proposed location of the conditional use <br />is in accordance with the objectives of the <br />Municipal Code and the purposes of the district in <br />which the site is located. <br />The PUD District provides for retail and service <br />commercial uses in conjunction with office and <br />light industrial uses. There is an existing bank <br />facility already established in the adjacent office <br />building. The proposed bank should be compatible <br />with this and other uses permitted in the PUD <br />District. <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br />1 <br /> <br />
