Project site, have substantially mitigated or will
substantially mitigate all of the environmental effects of
the Project, excluding only land use, soils and wildlife
habitat impacts, thereby diminishing or obviating the
perceived mitigating benefits of adopting this project
alternative;

b. Although this alternative offers the
obtaining of significant additional developer fees, this
alternative significantly increases the number of people to
risks from airport operations and earthquakes; in particular
it decreases the distance of the proposed school site from
the Livermore airport, thereby potentially exposing school
children to additional risks.

c. This alternative would also
eliminate a significant number of employment opportunities,
would increase the number of persons exposed to noise from 1-
580, would increase the demand for public utilities and
services and would diminish views from the freeway.

d. This alternative would require
adoption of a general plan amendment, as the high density
residential development otherwise would be in conflict with
certain aspects of the City's current general plan; and

e. This alternative would have
environmental impacts which are equal to or greater than the
Project, and this alternative would not substantially reduce
any significant environmental effects of the Project.

17
