Resolution No. 89-425
Page Two

acceptable because the project's economic, social,
environmental, and other benefits outweigh any
impacts which may occur; said benefits are
summarized in the Environmental Impact Findings;
and

WHEREAS, the City Council desires to adopt the Stoneridge
Specific Plan for the City of Pleasanton in
accordance with the provisions of the General
Plan.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON
RESOLVES AS FOLLOWS:

Section 1: Adopts the Stoneridge Specific Plan as revised
and dated October 1, 1989, which Specific Plan
includes those mitigation measures which are
summarized on pages v through xi of the Draft EIR
with the following exceptions:

1. The requirement of avigation easements. (The
City Council recommends the use of real estate
disclosure statements as a less drastic means
of achieving the same result);

2. The requirement to provide 15% and 20% of the
housing stock for lower- and moderate-income
households, respectively. (The City Council
recommends a more flexible statement which can
be implemented by specific proposals in
individual PUD plans).

Section 2: Because there is no feasible means to mitigate
the loss of agricultural land, City Council makes a
finding of overriding considerations, as detailed
in the attached CEQA Findings.

Section 3: This resolution shall become effective
immediately upon its passage and adoption.
