Overriding Considerations (Section II, above) would not be
obtained.

This City Council further finds that the No Project
Alternative, with respect to environmental impacts on and
around the Project site, is identical to an alternative which
would include a different site for the same proposed
development. The City Council finds that the impacts upon
the Project site and surrounding properties of development at
another site are identical to the impacts of the No Project
Alternative, as an analysis of the same development at
another site will, by definition, be an analysis of no
project at the Project site.

The City Council further finds that it is
inappropriate to evaluate different project sites in the EIR
to accompany this specific plan proposal, as this specific
site has already been designated by the City as an area for
residential development. Any evaluation of alternate sites
to be made should be made at the time that such general plan

designations or amendments are adopted, not later.
B. Hiqh Density Alternative.

The Alternative would provide for the Project site
to be developed with primarily high density residential
development. Nearby 3000 dwellings would be constructed,
including 2300 multi-family units, 625 medium density
dwellings and about 50 low density homes.

15
