The Project, through the subsequent <br />development of the Project site, will also support City <br />services by providing for increased property tax revenues <br />from developed residences within the Project site. The City <br />Council therefore finds that the unmitigated impacts of the <br />Project are justified by the need to provide public service <br />and infrastructure benefits in the City. <br /> <br />III. FINDINGS REGARDING PROJECT ALTERNATIVES <br /> <br /> A. No Pro~ect Alternative. <br /> This alternative would not adopt the specific plan, <br /> <br />leaving the Project site in its current state without a <br />specific plan. This alternative would delay development of <br />the site. Property now within the City could develop about <br />300 single- or multi-family residences. Land now in the <br />unincorporated areas would continue in agricultural use or <br />develop as large lot residential. <br /> <br /> 1. Facts. <br /> <br /> The DEIR indicates on pages 64 and 65 that if the <br />"no project" alternative were adopted, there would still be <br />environmental impacts, namely the loss of nearly 100 acres of <br />agricultural land to development, under the City's existing <br />zoning.
