prepared to provide adequate on-site or compensatory off site <br />habitat. <br /> <br /> Measures 5-8 require that the Arroyo Mocho Channel <br />modifications be designed to increase their value as habitat <br />by (5) providing a low flow bottom channel, (6) revegetating <br />the channel rights of way, (7) combining maintenance roads <br />and pedestrian/bike trails and locating them on one side of <br />the Arroyo and (8) removing fences along the Arroyo right of <br />way to permit wildlife access. <br /> <br /> The DEIR at page 66 indicates that the loss of <br />wildlife habitat, and resultant decline in species number, <br />diversity and mobility constitute a significant unavoidable <br />adverse impact of the Project and that the proposed <br /> <br />mitigation measures cannot fully mitigate this impact. <br /> Findinqs. <br /> a. The City Council finds that additional <br /> Mitigation Measures 1-3, set forth on page 20 of the DEIR <br /> under Veqetation, will substantially reduce the impact of the <br /> Project on the loss of wildlife habitat. <br /> <br /> b.
