The cut- <br />through is based on a growth in housing and development in Dublin, Pleasanton, Livermore and <br />outside in the Altamont Pass area. She said they did a validation run where they looked at <br />commuter survey data by census tract within the city of Pleasanton as well as everywhere <br />outside, so they did look at commute patterns to and from Pleasanton in the base year, and <br />then they did some growth rates about what was happening with population. <br /> <br />Commissioner Olson referred to page 9 of 10 on the staff report, the section on cut-through <br />traffic, the second paragraph, and felt it did not seem consistent with what was shown. He said <br />the last sentence; reductions in total volumes on both Valley Avenue and Stanley Boulevard <br />results in a decrease in the number of cut-through vehicles and Pleasanton-based vehicles, and <br />he asked for an explanation of this. Ms. Sterner said the reductions discussed there are on <br />Valley and Stanley and this does result in reduced volumes and vehicles, with the Stoneridge <br />extension. <br /> <br />Commissioner Olson asked if we have any idea of what the cost of a Stoneridge extension <br />relative to the savings that would accrue by not making the mitigations mentioned in the <br />presentation; those that would need to occur where there is no extension of Stoneridge. City <br />Manager Fialho said the Staples Ranch developer, which is the Alameda County Surplus <br />Authority, is required by a condition of the Specific Plan, to build what is contemplated in that <br />document or an alternative approved by the Council. Currently, the Council has been <br />proceeding based on the assumption that the MOU we currently have with the Staple Ranch <br />developer is the one that will ultimately be built out. That MOU contemplates Stoneridge Drive <br />as being cul-de-sac’d from the Pleasanton end as well as the El Charro end. The cost of <br />construction will be borne by the developer. If the question is, what is the incremental cost <br />associated with making that connection above and beyond to what the developer has committed <br />to, the city has old estimates based on 2005 construction numbers. He said if they did that <br />connection in the context of the development projects or concurrently, it could be anywhere from <br />$3.5 to $7 million to construct a 4 lane facility over the Arroyo that would connect to El Charro. <br /> <br />Mayor Hosterman asked if this included the need for 3 additional traffic signals, and City <br />Manager Fialho said this is not included. Those cost about $250,000 each. <br /> <br />Mayor Hosterman asked for a discussion about the $2 million that is supposedly set aside if <br />Stoneridge Drive extension were built. Mr. Fialho said the Specific Plan covers the entire area <br />from Santa Rita all the way to the planning area that includes Staples Ranch, which is the <br />Stoneridge Drive Specific Area. For every unit or residential unit developed within that area, <br />they have charged a Specific Plan development fee and have collected it over the years and as <br />development has occurred, they have put improvements in the ground with that money, such as <br />sound walls, water and sewer infrastructure, median improvements, etc. The City has collected <br />more than what has been spent to date and currently that account has about a $2 million <br />balance which can be used for anything that is Specific Plan related up to and including the <br />Stoneridge Drive extension. <br /> <br />Mayor Hosterman said to be clear, we never had a line item with $2 million specifically <br />designated for building the extension; it was a collection of Specific Plan fees which could be <br />used for a roadway if we so choose, among other things. <br /> <br />Commissioner Narum said her questions were covered relating to the cut-through traffic. <br /> <br /> <br />Workshop Minutes 9 April 24, 2007 <br /> <br /> <br /> <br />
