Councilmember Cook-Kallio said it seems that generally, businesses were in favor of building <br />the extension so she was curious if there was any way to measure how much retail sales tax <br />and other things that would come into the city as income. City Manager Fialho said there was <br />nothing he knew of that could be used that would have any level of validity associated with it. <br />She asked if there was a margin of error with the traffic models and if so, what it was. Ms. <br />Sterner said traffic counts vary anywhere between 5% to 15% daily, so their validation could <br />vary between 5-15% and depending on where development actually occurs and where <br />congestion actually occurs, it could change the answer to the model. <br /> <br />Councilmember Sullivan said we have received a lot of emails about the need to build the <br />Stoneridge extension now to reduce traffic. In looking at Table III which is PM, for example, <br />Valley on Busch—how does this without Stoneridge compare to current volumes on Valley. Mr. <br />Tassano said the existing volume today on Valley and Busch was around 2,800 for the AM and <br />3,000 for the PM. With Stoneridge Drive, it would be 3,340. <br /> <br />Councilmember Sullivan said the study and the results are based on several assumptions, such <br />as build-out of cities and different types of improvements, especially the regional improvements <br />shown on Attachment 2 on page 7 such as the HOV lanes eastbound on I-580 which are going <br />to be started soon, Isabelle at I-580 interchange, and then the whole Isabelle/84 widening <br />through the Pigeon Pass with truck climbing lanes, Dublin Boulevard extension to Livermore, <br />Jack London extension Dublin Boulevard to Livermore, El Charro East Dublin property roadway <br />network and Livermore General Plan roadway networking two lanes on First Street in downtown <br />and the HOV lane north 680 from Milpitas to SR 84. <br /> <br />Councilmember Sullivan suggested dividing them into five year increments. In the first 5 years <br />with funding, we could see improvements on eastbound and westbound I-580 and the Isabelle <br />interchange. The next five year increment would be the local improvements both in Dublin and <br />in Livermore. So, he felt we were talking about a transportation or circulation plan of certain <br />things occurring over time to give us the conditions we are looking at in this report, both regional <br />and local improvements. Councilmember Sullivan said we were somewhat reducing this to <br />whether or not Stoneridge was in or out, but it is really part of a much bigger picture and a much <br />bigger circulation and transportation network and plan that is underway. <br /> <br />Councilmember Sullivan said he wanted to review Attachment 16, referred to the PM, and said <br />we are focusing a lot on what happens at Stoneridge Drive east of Santa Rita and Valley, east <br />of Santa Rita. Some other things happen when you do this and some other things we have not <br />talked about like this pattern of I-680 northbound increasing, getting off on Stoneridge Drive, <br />winding its way through Hacienda Business Park to Stoneridge Drive east of Santa Rita. There <br />is not a whole lot of cars according to the charts, but it seems like a trend of a parallel route <br />along I-580 that people are using that they are not using now. In addition, cars that used to get <br />on out of Hacienda onto the freeway are now using that same route to get out of town instead of <br />going on the freeway. When you start setting up this pattern, we focused a lot on the <br />Stoneridge Drive neighborhood, the Valley Avenue neighborhood, but now there is the Val Vista <br />neighborhood that has not been a part of this discussion and has not been down here wearing <br />red shirts, but if we start setting up these cut-through routes through the town, those folks may <br />want to have a say in this as well. <br /> <br />Mr. Tassano said the increase in traffic they are showing on I-680 was about a 100 vehicle <br />reduction, or about 50 vehicles on Sunol. You can see there is a reduction and it tends to drop <br />off where some of those trips are actually moving into the business park and dropping off and <br /> <br />Workshop Minutes 10 April 24, 2007 <br /> <br /> <br /> <br />
