starting school later, the end result would be an alleviation of congestion and what policy <br />direction we take is up for the school district to decide. Mr. Tassano said about 15% was school <br />traffic in the morning. <br /> <br />Mayor Hosterman said she noticed on page 4 at the bottom, when we talk about the consensus <br />preferred land use plan both with and without Stoneridge Drive extension, there are a total of 9 <br />intersections which fail to meet the City’s level of service standard. But with the extension, there <br />are also 9 intersections that fail to meet the standard. The changes in level of service do not <br />seem to be tremendous, although there are some, and in addition to that the delay drop <br />between building and not building the extension is anywhere from negligible to not very <br />substantial. She felt 20 seconds was still an eternity per vehicle, but at the same time it is low. <br />She said today she received 200-300 emails from people in the community and a lot of the <br />email notes were from people who were adamantly for one decision or another, but many <br />included in their messages that it was absolutely clear that building the extension was a <br />panacea. She encouraged everyone to view the actual staff report on the City’s website. <br /> <br />She asked what are some of the biggest, positive changes we could see from building the <br />extension, whether it is 5, 10, 20 years, given this 2030 model. Mr. Tassano said the benefit <br />received from the extension is the balance of traffic. You have reductions throughout town, <br />essentially balancing your arterial approaches and improving the delay on almost all of the city’s <br />exit arterials. <br /> <br />Mayor Hosterman called for a break and thereafter reconvened the meeting. <br /> <br />Mayor Hosterman opened public comment. <br /> <br />Nancy Allen, addressed the City Council, said she was happy to be able to talk about traffic, <br />said everyone knows traffic is a signal that we are in a healthy and prosperous community, but <br />the challenge and responsibility we have is ensuring city streets support current and future <br />growth. She felt we needed a general plan that helps the city wisely manage growth without <br />pushing traffic over the edge, felt it was clear we would never reduce traffic in certain <br />neighborhoods, but by adding additional arteries and improving circulation, we can only make <br />things better. The critical question she felt is that, based on the best information available to <br />you in the coming weeks, do you have compelling data that invalidates the reason Stoneridge <br />Drive has been in the General Plan for 20 years and should not at least be in a future plan, and <br />is there any reason we should not keep an additional artery in the plan given the local <br />challenges the city has with its own traffic. She wanted to share why Stoneridge should be in <br />the plan for all neighborhoods. She noted in summary, keeping Stoneridge Drive in the plan is a <br />wise decision, it protects most neighborhoods from something that would otherwise be much <br />worse, it helps people who are driving through the city, it follows through in the promise the city <br />has had to all residents for 20 years, and she hopes the Stoneridge community will join them <br />across Pleasanton for the betterment of the community and be open to share their roadway to <br />make things better. She is hopeful that the Council will consider the full balanced view. <br /> <br />Bimal Sangari, addressed the City Council, presented a PowerPoint which he said addresses <br />the perspective that Mr. Tassano presented about Stoneridge Drive being constructed within the <br />next 6 months to one year. He represents the Pleasanton Residents for Sensible Streets <br />organization, showed the juxtaposition of Hayward and Pleasanton which are similar to their <br />proximity to freeways, both have commute traffic patterns, both are close to a congested <br />freeway, are nestled between two freeways which are intersecting at the same angles.
