I N T R O D U C T I O N <br />City Manager's Budget Message <br />Recreation programs continue to be a priority and funding for temporary staffing for after school programs, <br />summer day camps, and youth sports is included in the operating budget. In response to local demand, as <br />well as a countywide survey indicating a shortage of services for children 18- to 36-months old, a new <br />recreation program, "Gingersnaps," is being offered at the City's preschool facility. <br />As well, the City has invested in school sites that can also serve as additional park space for youth during <br />non-school hours. One such project includes funding the installation of new turf, irrigation and landscape <br />features at Donlon Elementary School; located near the City's award-winning Val Vista Community Park, <br />this improved amenity will enhance the City's field space for youth-related sports and activities. Also planned <br />for fiscal year 2007-08 is the installation of lighted tennis courts at Pleasanton Middle School; this <br />improvement will enhance the availability of lighted tennis courts to serve our growing youth and adult tennis <br />populations. Both projects are scheduled for completion in calendar year 2007. <br />Assure a Safe and Secure Community <br />The most important service local government provides is ensuring the safety and security of its citizens and <br />visitors, and public safety is of the highest priority in Pleasanton. In addition to enhancing our focus on <br />routine police patrols and traffic enforcement activities, the operating budget continues to invest in police <br />and fire services and underscores the importance of disaster preparedness within the community. In the <br />wake of catastrophic events that have occurred throughout our country and world, Pleasanton seeks to <br />prepare its staff and residents in the event of an emergency. The Fire Department will continue to provide <br />training to area residents through its Citizen Emergency Response Training (CERT) and through internal <br />training of the City Council and staff. <br />Also included in the operating budget is funding for the Livermore/Pleasanton Public Safety Radio <br />Communications Upgrade. The cities of Pleasanton and Livermore jointly own an 800 MHz radio system <br />that services both agencies; this system is rapidly becoming outdated and has reliability issues. To address <br />this matter, the cities have been working cooperatively to study relevant issues and identify the best solution <br />for a replacement system. This budget includes funds to cover the most significant portions of the system <br />upgrades. A final report and recommendation for a replacement strategy will be presented to the City <br />Council later this year. <br />Protect and Enhance Pleasanton's Quality of Life <br />The City is committed to maintaining its physical treasures for future generations. For example, the seismic <br />upgrade and interior and exterior renovations of the Veterans Memorial Building are scheduled to be <br />completed this summer. <br />Two other well known landmarks -the Alviso Adobe and the Railroad Avenue Fire Station -are also <br />scheduled for improvements over the next two years. Considered to be the oldest structure in the Tri-Valley <br />area, the Alviso Adobe, located on Ofd Foothill Road, will be restored to original condition and its 27-acre <br />surroundings will be transformed into a community park. Unlike most recreational parks in Pleasanton, this <br />site will feature amenities and interpretive facilities designed to introduce citizens and visitors to the rich <br />xxi <br />
