Draft <br />14. Subregional Planning Element <br />Program 13.3: Review City and Subregional development plans for air quality <br />impacts, and cooperate with other Subregional agencies to reduce <br />the impacts of development on air quality. <br />To reduce vehicle miles traveled with commensurate reductions in air pollution, <br />implement Transportation System Management (TSM) programs from the <br />Circulation Element, including the addition of local and regional birycle lanes that <br />connect Tri-Valley cities. Implement programs from the Housing Element to <br />provide housing opportunities fox Pleasanton workers of all socioeconomic levels <br />so at to shorten the distance of worker commutes and thus reduce air emissions. <br />Also implement programs from the Conservation and Open Space Element that <br />provide hiking and bicycle trails between parks and open spaces as well as along <br />open-space corridors. <br />Public Safety <br />Goal 5: Protect public safety in the Tri Valley. <br />Polity 14: Reduce the risk of damage from natural hazards in the Tri Valley. Establish <br />appropriate Subregional approaches to reduce damage from natural hazards, such as <br />wildfires, flooding, and earthquakes. <br />Program 14.1: As a Subregional solution to stortnwater mitigation, support <br />Zone Ts efforts to improve the drainage system in conformance <br />with its Stream Management Marten Plan. This entails completing <br />planned, regional storm drainage improvements, including the <br />Chain of Lakes, for flood control, sediment diversion, and <br />recreation. <br />Polity 15: Prepare for an effective response to regional disasters. <br />Program 15.1: Continue to build coordination between the emergency services of <br />the Tri Valley. <br />Program 15.2: Coordinate Tri-Valley emergenry services in the event of Del <br />Valle dam-failure flood risks <br />Economic Development <br />Goal 6: Achieve a sustainable Subregional economy at buildout of all Tri-Valley jurisdiction's <br />General Plans. <br />Polity 16: <br />Pursue a cooperative approach among local jurisdictions and the private sector to <br />strengthen the Subregional economy. <br />Subregional %anning 060507, clean 14-20 City Council 6/5/2007 <br />
