Draft <br />14. Subregional Planning Element <br />Policy 2: Maximize the efficiency of existing and future public services and facilities. <br />Program 2.1: Encourage efforts to improve efficiency and quality in the <br />provision of public services and facilities on a Subregional basis. <br />Program 2.2: Identify needed public facilities of Subregional significance, and <br />require that new development approvals are conditioned to assure <br />that they contribute their fair share of the cost of such facilities. <br />Program 2.3: Coordinate development policies and capital improvement <br />programs affecting multiple jurisdictions at the subregional level, <br />to assure that services and facilities are provided in a timely and <br />cost-effective manner. <br />Program 2.4: Work with special districts and other service providers to assure <br />that necessary services are provided in advance of or concurrently <br />with development. <br />Program 2.5: Consider Subregional impacts and mitigation measures in the <br />environmental review of all new major public facilities and <br />expansions of existing facilities. <br />Program 2.6: Continue to cooperate with neighboring jurisdictions in evaluating <br />the needs, costs, and benefits of a full range of alternatives fox <br />sewage treatment and export capacity expansion. <br />Housing <br />Goal 2: Attain an adequate amount and distribution of affordable and special needs housing <br />throughout the Tri-Valley. <br />Goal 3: Enhance housing choice in the Tri Valley for Tri-Valley workers. <br />Polity 3: On a subregional level, work towards ajobs/housing balance. <br />Policy 4: Strengthen inter-jurisdictional efforts to ensure a fair, equitable, and rational <br />distribution of affordable and special needs housing throughout the Tri Valley <br />consistent with land-use policies, transportation services, and employment <br />locations. <br />Program 4.1: Support the efforts of the Tri-Valley Affordable Housing <br />Committee to promote housing for very low-, low-, and moderate- <br />income households and for people with special needs, including <br />the elderly. <br />Subregional Planning 060507, clean 14-16 City Council 6/5/2007 <br />
