THE CITY OF <br />I~ ~ <br />~~~"1 _. <br />~ ~ .. iY <br />j~L~~S~NTONo <br />MEMORANDUM <br />Date: June 19, 2007 <br />To: Mayor and City Council <br />From: Nelson Fialho, City Manager <br />Subject: Addendum to Item # 25: Draft Subregional Planning Element of the <br />General Plan; reference to regional plans. <br />At the June 5~' City Council meeting, Vice Mayor McGovern noted that the Draft Subregional <br />Planning Element of the General Plan references a number of regional planning documents that the <br />City Council may not have formally reviewed. This memo provides some additional information <br />about these documents and, where appropriate, notes any City Council action related to them. All page <br />references refer to Attachment 2 (underline and strikeout copy) to the June 5`s Agenda Report. <br />o The Association of Bay Area Governments FOCUS Program: ABAG's "Focusing Our <br />Vision" (FOCUS) program is described on page 14-3 of Attachment 2. The program is a <br />multi-agency collaborative effort with local governments to identify Priority Development <br />Areas and Priority Conservation Areas where growth can be channeled and high quality open <br />space and natural resource areas can be preserved. This information is provided as an update <br />to the information about regional planning contained in the 1996 General Plan. No policies in <br />the Draft Subregional Planning Element directly relate to this material. Also note, Item #11 on <br />this evening's City Council agenda is a recommendation that the City Council submit an <br />application for designation of the Hacienda Business Park as a Priority Development Area. If <br />this area is recommended by ABAG for regional designation as a Priority Development Area <br />(which does not commit the City Council to any particular land use designation or project <br />approval) it could provide access to potential future state funding for capital projects. <br />o Alameda County's EverylHome Plan and other regional housing efforts: Pages 14-6 and <br />14-7 includes descriptions of several regional housing efforts that are relevant to the Tri-Valley <br />area. Programs related to these are included on p.14-18. The City Council has previously <br />expressed support of these programs through its contribution of housing funds to various <br />projects; in addition on May 1, 2007, the City Council adopted a resolution endorsing the <br />EverylHome housing plan. <br />o Zone 7 Water Agency's Stream Master Management Plan and Chain of Lakes Plan: This <br />Plan is described in two sections of the Subregional Planning Element since it relates to both <br />
