specifications and bid documents for the restoration of portions of Upper and Lower <br />Sycamore Creek. Plans were completed by LTD Engineering, and the project was <br />advertised, bid and awarded by City Council on June 20~', 2006. The construction <br />contract was awarded to the low bidder, HSR General Engineering Contractors Inc., in <br />the amount of $1,524,140. Construction was initiated shortly thereafter and the work is <br />now complete and ready for final acceptance. <br />A typical cross section of the creek is shown below. The creek consists of a low flow <br />channel and higher overFlow bank (100 year floodplain-seasonal wetlands) to handle <br />larger storm events. Funding has been allocated as listed <br />.below, and includes Grant funding obtained in 2002. Grants were obtained from the <br />Department of Recreation in the amount of $400,000 (for Lower Sycamore Creek only) <br />and from the Department of Water Resources in the amount of $580,000. <br />On September 19, 2006, City Council authorized additional work to HSR General <br />Contractors Inc. for the conveyance of surplus fill material (soil) from the Creek <br />Restoration Project to the Bernal Community Park Sports Fields Project site. in the <br />amount of $105,000. By taking advantage of the surplus fill material generated by this <br />project, we were able to import the material to the sport's field site at $3.00 per cubic <br />yard as opposed to the going rate of $10 to $15 per cubic yard. The actual volume of <br />material delivered to the Bernal Sports Park Project site was approximately 22,000 <br />cubic yards at a cost of $67,053. The offhaul and stockpiling of soil material at the park <br />site has also been completed and is ready for acceptance. <br />As part of the environmental regulatory permits and grant funding, the City is required to <br />ensure a 50% survival rate of the planting of native materials (plants, shrubs and <br />grasses) and provide for ongoing regulatory reporting over the next five years.
