BACKGROUND <br />Prior to 1996, City survey and drafting needs were met by a City employee and <br />supplemented by outside surveyors under a rotating purchase order system. Since then, <br />needs have been met by contracted services and the method of procurement has been <br />through the Request for Qualifications and Request for Proposal process, in which firms <br />are selected based on their qualification, proposal, and interview with City staff. <br />The scope of services needed may include, but is not limited to, topographic and general <br />survey services for project design and construction, construction staking, identifying and <br />locating boundaries for easements, performing survey map checking, preparing plat <br />maps and meets and bounds descriptions, and preparing records of survey and corner <br />records in conformance with the Land Surveyors Act and Business and Professions <br />Code. In addition, the surveyor will also be asked to provide. computer-drafting services <br />in conjunction with the survey work completed for the City. For each surveying and <br />drafting task needed, the selected firm(s) will be required to submit a detailed proposal, <br />which defines the scope of work for the particular project and the fee required to <br />complete the task. Typically, the cost of an on-call survey support service ranges <br />between $7,000 and $10,000 per project. These are dependent on the size, types of <br />service and complexity of the job. Previously, the City has awarded two-year contracts <br />(and subsequently had extended those contracts to a three-year period) to the firms of <br />Bellecci and Associates, Inc. and Kier & Wright, Civil Engineers & Surveyors, Inc. for on- <br />call surveying and drafting services. <br />DISCUSSION <br />A total of ten local engineering survey firms were selected from the City's consultant <br />database and invited to provide a statement of qualifications to provide surveying and <br />drafting services. Six firms responded including Wilsey & Ham, Inc., Ruggeri-Jensen- <br />Azar & Associates, Kier & Wright, Civil Engineers & Surveyors, Inc., David Evans & <br />Associates Inc., Bellecci & Associates, Inc., and BKF Engineers. A panel of four City <br />staff members familiar with the needs and types of services required made up the <br />selection committee and short-listed three consultant firms to proceed to the next step. <br />Upon completion of the interview. process and reference checks on past performances, <br />the panel determined that Kier & Wright, Civil Engineers & Surveyors, Inc., and BKF <br />Engineers were the two firms that can provide the required support services needed by <br />the City. In an effort to provide more flexibility and to avoid a potential conflict of interest <br />when firms are performing developer related work within the City, staff is recommending <br />that both the firms of Kier & Wright, Civil Engineers & Surveyors, Inc., and BKF <br />Engineers be retained for on-call surveying and drafting services for fiscal year 2007- <br />2010. Approval of these contracts authorizes staff to spend up to the aggregate amount <br />of $500,000 between the two firms over a 3-year period and most likely will encompass <br />40-50 separate project authorizations over the life of the contract.
