Dowling Associates, Inc.
Transportation Engineering • Planning• Research • Education
The levels of service or the Existing+Approved+Project conditions are shown in
Table 6. The project does not result in a significant change in the level of service.
However, the project does add new peak hour trips through the intersection of
Stanley Boulevard & Bernal Avenue, which already operates at LOS E under
Existing+Approved conditions. The new 1-way stop controlled intersection on
Vineyard Avenue at the project driveway would operate at LOS A during both peak
hours.
Based on the project site plan available at the time of this traffic study, the project
driveway would be located at the end of a curved section of Vineyard Avenue 800
feet westerly of Ruby Hill Boulevard. Sight distance to the west for vehicles exiting
the project site may be inadequate due to the driveway location on the inner side of
the curve and the existing trees on the south side of Vineyard Avenue. The posted
speed limit on Vineyard Avenue in the vicinity of the project site is 50 miles per
hour.
Table 6
Intersections Levels of Service
Esistin¢ + Auuroved + Proiect
Approved (2003 Approved +
Intersection Traffic Time Plus Bernal) Proj ect
Control
Delay LOS Delay LOS
1 Stanley Bl. @ Valley Ave. Signal AM
2 Bernal Ave. @ Valley Ave. Signal AM 18.3 B 18.3 B
32.1 C 32.1 C
3 Vineyard Ave. @ Isabel Ave. Signal AM 10.5 B 10.5 B
11.4 B 11.3 B
4 Vineyard Ave. @ Ruby Hill Bl.
