PUD-93-02-09M <br /> 2001 Ruby Hill Bo ulevard <br /> <br /> Less Than <br /> Significant <br /> Potentially With Less Than <br /> <br />Issues Significant <br />Impact Mitigation <br />Incorporated Significant <br />Impact No <br />Impact <br />Noise <br />Would the project: <br />a) Exposure of persons to or generation of noise <br />levels in excess of standards established in the local <br />general plan or noise ordinance, or applicable <br />standards of other agencies? <br />b) Exposure of persons to or generation of excessive ~ ~ a <br />ground borne vibration or ground borne noise levels? <br />c) A substantial permanent increase in ambient noise <br />levels in the project vicinity above levels existing <br />without the project? <br />d) A substantial temporary or periodic increase in <br />ambient noise levels in the project vicinity above <br />levels existing without the project? <br />e) For a project located within an airport land use <br />plan or, where such a plan has not been adopted, <br />within two miles of a public airport or public use <br />airport, would the project expose people residing or <br />working in the project area to excessive noise levels? <br />f) For a project within the vicinity of a private <br />airstrip, would the project expose people residing or <br />working in the project area to excessive noise levels? <br />Discussion <br />a,b,d) The proposed project would involve the use of construction equipment, such as an excavator, <br />dump trucks, loaders, etc., and generation of construction traffic, resulting in a temporary short <br />term increase of noise due to construction activities. These types of construction equipment <br />normally do not produce impacts to the ground that would result in noticeable ground vibration. <br />The increase in ground vibration will be relatively minor and of short duration. Project <br />construction may expose the adjacent residents to construction noise if it occurs during sensitive <br />hours. The City's noise ordinance restricts construction hours and limits noise level. The <br />proposed development is proposed so that it would be in conformance to the City's noise <br />ordinance. Therefore, this would be aless-than-significant-impact. <br />c) Activities from the restaurant should not disturb adjacent residents due to its distance at 1,000 <br />feet from closest residential properties and due to restriction of outdoor usage. A decorative wall <br />would be constructed by the outdoor patio area to buffer noise from outdoor activities, and that <br />the parking area would be near Vineyard with landscaping and existing vineyard to screen the <br />noise and light. <br />22 <br />
