PUD-93-02-09M <br />2001 Ruby Hill Boulevard <br />shown on the maps prepared pursuant to the <br />Farmland Mapping and Monitoring Program of the <br />California Resources Agency, to non-agricultural use? <br />b) Conflict with existing zoning for agricultural use, ^ ^ Q ^ <br />or a Williamson Act contract? <br />c) Involve other changes in the existing environment ^ ^ Q ^ <br />which, due to their location or nature, could result in <br />conversion of Farmland, to non-agricultural use? <br />Discussion <br />a) The Deed of Perpetual Agricultural Conservation Easement, recorded on the subject land in <br />September 1998, allows for an approximately 2.5-acre portion of the 36-acre site to be used for <br />agriculture and residential uses associated with the agricultural use of the property. Permitted <br />use includes winery, tasting rooms, residence, and structures necessary for any other commercial <br />uses. The proposed development includes the relocation of an existing building on the same site <br />and construction of a Tuscan style home in the future. All improvement including the parking <br />area and pathways would be within the 2.5-acre easement area. The proposed development <br />would remove some of the existing vineyards that are located within the easement area. <br />However, the overall required acreage area for agricultural use would be retained. Therefore, <br />this would be aless-than-significant-impact. <br />b) Agriculture Resource impacts from the proposed development in minimal. The acreage specified <br />for agricultural use on the subject site is to be retained in a manner conforming to the Deed of <br />Perpetual Agricultural Conservation Easement. Therefore, this would be a less-than- <br />significant-impact. <br />c) The portion of the land that would be used for proposed commercial establishment, parking area, <br />and the future home would be within the acreage specified in the Deed of Perpetual Agricultural <br />Conservation Easement. The proposed land use change is less than significant in that the <br />majority of the land would continue to be used as agriculture purpose. Therefore, this would be a <br />less-than-significant-impact. <br />3. AIR QUALITY <br />Environmental Setting <br />The Bay Area has remained one of the cleanest of the five major urban California air basins in recent <br />years. However, there are still several days annually when air pollution exceeds the federal and state air <br />quality standards. These standards, set at different concentrations for each of the major air pollutants <br />have been developed to protect public health. <br />The Bay Area Air Quality Management District (BAAQMD) regulates air quality in the Bay Area Region <br />through its permit authority over most stationary emission sources and through its planning and review <br />activities. The BAAQMD is the main permitting agency for air pollutant sources.2 <br />Standards of Significance <br />For purposes of this environmental document, an impact is considered significant if the proposed project <br />would: <br />
