Exhibit A BGC
BE RLOGAR
July 27, 1989 GEOTECHNICAL
Job No. 7969. 000 CONSULTANTS

City of Pleasanton
P.o. Box 520
Pleasanton, California 94566-0802

Attention: Mr. Wes Jost

Subject: Proposal
Design-Level Geotechnical Investigation
Proposed Senior Center and Park lands
City Corporation Yard
5353 Sunol Boulevard
Pleasanton, California

Gentlemen:

We are pleased to submit this proposal to provide a design-level
geotechnical investigation for the proposed Senior Center and
parklands to be located at the City Corporation Yard, formerly a
wastewater treatment plant, at 5353 Sunol Boulevard in the City of
Pleasanton. In order to prepare this proposal, we have reviewed
the proposed plans for the Senior Center; made a brief site visit
and discussed the history and operations of the corporation yard
site with you and other city representatives.

Our firm previously performed a soil investigation for a 37 acre
site which includes the subject site and the adjacent senior
housing site now under construction. The investigation included
the drilling of 6 borings and the excavation of 15 test pits on the
corporation yard site. The report of our investigation dated March
27, 1985, includes a preliminary recommendation for developing the
corporation yard site by removal of unsuitable existing fill and
debris and replacement with engineered import fill.

The preliminary plans prepared by Group 4/Architecture, Research
and Planning, Inc., show the Senior Center to consist of a one
story building surrounded by paved parking areas, patios, gardens,
recreation and picnic areas. The building will be located across
from the existing entrance driveway to the corporation yard. The
building will have a concrete slab-on-grade floor, concrete tile
roofing, concrete columns, and plaster walls. The remainder of the
site to the north and south of the Senior Center is expected to be
developed as park land with no significant structures planned.

The subject site was originally occupied by a slaughterhouse before
a wastewater treatment plant was constructed in the 1920's. The
treatment plant, inactive since about 1980, consisted of several
structures which still occupy the northern portion of the site, and
evaporation ponds covering the rest of the site. Several of the
existing plant structures extend below the ground surface, and
numerous underground utility lines are located beneath the site.

SOIL ENGINEERS · ENGINEERING GEOLOGISTS · 5587 SUNOL BOULEV,-XRD · PLEASANTON, CA 94566 · !415) 484-0220
