Demand, Increasing Supply, Financial Impacts, Reliable Power, Local Control, <br />Alliances, Design of Energy Facilities, and Transportation Energy. <br />The original draft prepared by the PEC has been amended by the Planning Commission <br />based on public comment, EVC and Chamber input, and City staff recommendations. <br />The original draft as prepared by the PEC is shown in Attachment 3; the version <br />recommended by the Planning Commission is shown in Attachment 2 with red-lining <br />showing the changes; and a clean copy of the Planning Commission's recommended <br />Draft is shown in Attachment 1. <br />Changes from the original draft include: <br />• Editing of the Purpose section consistent with other General Plan elements <br />• Editing under the Green Building section to include recently adopted regulations <br />for residential green building, and to include information about recently <br />completed green building projects. <br />• Adding a section on "Relationship to other Elements". This section has been <br />included in other draft elements. It was added to this Element subsequent to the <br />Planning Commission's review of the document. <br />• A reorganization of the Goals, Policies, and Programs section to include a new <br />heading, "City Leadership in Energy Sustainability", with a policy and programs <br />moved from other sections. <br />• Elimination of former Policy 1 and Programs. The Planning Commission <br />expressed concern about the cost of these programs and believed that staffing <br />issues should be the purview of the City Manager. <br />• Other programs in this section were added or amended by the Planning <br />Commission to address specific energy use areas or to make some programs <br />more generic (for example, using the term "alternative energy technology" rather <br />than a specific such as "solar energy" or "hybrid car"). <br />• Under "Increasing Supply": editing programs to be more generic and therefore <br />applicable to a range of alternative technologies; adding Program 7.10 <br />addressing the new initiative with the City of Livermore and Spectrum Energy <br />(added after the Planning Commission's review). Program 8.3 regarding noise <br />limits for mechanical drive engines would be considered in the Noise Element. <br />See Attachment 5 for a listing of policies/programs originally in the Draft Energy <br />Element that should be considered in other elements. <br />• Under "Financial Impacts" the Planning Commission added programs related to <br />incentives to encourage energy saving (Program 9.3 and 9.4). <br />• Under "Local Control" the Planning Commission retained the idea of studying the <br />feasibility of CCA but thought the programs related to its implementation should <br />not be included in the General Plan. <br />• Former Policy 15 and related programs addressed land use issues. The <br />Planning Commission recommended staff consider this material when drafting <br />the Land Use Element. <br />Page 3 of 4 <br />
