Just building more lanes and roadways may temporarily reduce congestion <br />and incrementally reduce congestion-related energy usage. In the long term congestion can return, <br />depending on growth rates and land-use policies. Road building may also encourage more people to <br />drive instead of taking alternative travel modes. Alternative modes of travel reduce energy usage, while <br />single-occupancy travel generally does not. The last sentence is not written well.
