Commissioner Blank complimented staff on a very good job of incorporating the Commission's <br />comments and divergent views. He was hesitant to schedule a joint session for every part of the <br />process and preferred to reserve it for when it was really needed. <br />Commissioner Pearce wanted to ensure this process did not take place in a piecemeal fashion. <br />Commissioner Fox agreed with Goal 1, based on her opinion that staffing recommendations <br />should not be included in the General Plan. She believed that was the decision of the City <br />Manager and the City Council. She suggested that it be reworded to say, "Establish guidelines to <br />increase renewable energy use, energy conservation efforts, and energy self-sufficiency efforts in <br />the City." She believed that the change in Goal 1 captured that thought. <br />Commissioner Blank noted that Policy 13.X and 12.4 were based on the public hearing. He had <br />previously suggested that the document included a minimum miles per gallon and inquired what <br />had happened to that suggestion. Ms. Stern noted that it was difficult to find a standard. <br />Mr. Deakin noted that it was difficult to derive a single number because of the wide range of <br />vehicles within the City. He noted that numbers for specific sectors could be suggested and did <br />not believe a fleetwide number would be useful. <br />Commissioner Blank suggested that Program 13.X include an established standard of luminosity <br />for energy conservation. <br />Mr. Deakin noted that while the wording was not clear, self-sustaining lights could mean battery <br />and PV systems providing electricity while not being connected to the grid. Another <br />interpretation could be a very long-lived piece of equipment. He suggested that the wording <br />"most efficient lighting" would be clearer. He noted that lower and more locally focused light <br />fixtures would aid in reducing light leakage. He believed the most appropriate use for PV light <br />with a battery would be in a remote location that did not have easy access to the grid. <br />The Commission concurred on the revisions of the following items: <br />1. Program 2.5 - "Consider" was stricken in favor of "Developing"; <br />2. Policy 3 - "regulations" was deleted; <br />3. Program 3.3 -the revisions were accepted; <br />4. Program 3.4 -the revisions were accepted; <br />5. Program 3.5 -the entire item was deleted; <br />6. Program 4.3 -the revisions were accepted; <br />7. Program X.X -the revisions were accepted. Commissioner Fox suggested that the <br />phrase "when feasible and cost-effective" be added. The Commission concurred; <br />8. Program 7.8 -After discussion, the Commission believed this item should be examined <br />further. The phrase "when feasible and cost-effective" may be considered. <br />9. Program 7.9 -Chairperson Maas noted that Ms. Stern would rewrite this Program to <br />conclude "for new construction." <br />10. Program 7.10 -the revisions were accepted; <br />11. Program 7.11 -the revisions were accepted; <br />12. Program 8.1 -the revisions were accepted; <br />13.
