Commissioner Blank noted that he would have liked to have information on the cost of implementing Program 7.8 before striking that program. Commissioner Arkin's recollection was that the Commissioners offered their opinions but did not recall that there was any consensus on eliminating any policies or programs. He would like to have a joint meeting with the City Council to determine the goals of this process. In response to an inquiry by Commissioner Fox regarding staffls rewrite Program 7.9 to involve new construction, Ms. Stern noted that the language would read, "Consider requiring photovoltaic-ready roofs in new construction, i.e., roofs with wiring installed with roof photovoltaic system." THE PUBLIC HEARING WAS OPENED. Ron Bissinger, 1142 Mataro Court, noted that he held an engineering degree from UC Berkeley and was impressed with the Energy Element. He particularly liked the emphasis on conservation and green building as well as reducing the demand for electricity and natural gas. He believed the conservation opportunity of reducing electricity waste through inefficient lighting was being understated. He noted that was being adopted by Santa Barbara, California; Boulder, Colorado; Bloomington, Minnesota; Lexington, Massachusetts; and Albuquerque and Santa Fe, New Mexico. He credited the Element with mentioning that issue but believed it was a small mention. He suggested that the ordinances from the other jurisdictions be adapted for Pleasanton. Vanessa Kawaihau, 871 Sycamore Road, requested an explanation of the wind joint venture program on private property as described in Program 7.11. She expressed concern that several of the large-parcel property owners in the County and Pleasanton's planning area would come forward with a development project, where they would propose a wind project. She would not want to see the southern hillsides dotted with giant wind turbines and did not want Highway 84 to look like the Altamont Pass. THE PUBLIC HEARING WAS CLOSED. Chairperson Maas noted that with respect to Ms. Kawaihau's comments, Ms. Stern indicated that the policy stated that it would be "considered" and that feasibility studies and visual analyses would be performed. She noted that they would not be considered without a use permit. Commissioner Blank suggested that staff review potential ordinances that may regulate wind turbines; if they were not in place, he would like that discussion to be agendized. Commissioner Fox noted that the General Plan Update process has gone very slowly over her time on the Commission. She suggested that this be sent to Council for its feedback and that after the public input has been received, changes be made to it. She would like to avoid having continuous joint meetings unless the Land Use and Circulation Elements were completed.
