Provide direction on Preferred Circulation Network and Land Use Plan for the General Plan Update Nelson Fialho, City Manager, said Mike Tassano, the City's Traffic Engineer, Janice Stern, Principal Planner and Kim Stern, Traffic Analyst with Dowling & Associates, would provide a brief summary of last Tuesday night's workshop presentation and address questions raised at that meeting. Ms. Stern reported the item was afollow-up to the General Plan Joint Workshop that was held last week and the purpose was to receive City Council direction on a preferred circulation network and land use plan to guide the completion of the Draft General Plan document and the EIR. She said joint sessions were conducted several times where a preferred land use was agreed upon. They ran model results for the preferred land use plan and the working draft circulation network and reviewed the first lot of results in January 2007. The City Council then directed staff to prepare additional analysis including all three land use plans and to analyze them both with and without the Stoneridge Drive extension, and results had been discussed at the joint session. Ms. Stern said the results were for build-out of the General Plan for the traffic modeling, meaning they are looking at the construction and occupation of all buildings that are allowed under the new General Plan, all roadway improvements assumed as part of the model network, and build-out of regional neighbors' General Plans and of the County.
