would be willing to work with other cities when they work on their traffic circulation patterns <br />so that each community can meet the needs of their communities. <br />Mayor Hosterman asked for input from staff to provide for an opportunity to reach <br />consensus and help the Council formulate language to meet the collective objective. <br />City Manager Fialho said on the issue of retention of the extension in the General Plan, he <br />hears consensus but refinements are needed for the Council to be supportive collectively. <br />He felt they were looking for a policy statement to provide guidance to the community, <br />region and makes its way into the General Plan. Given the current state of the regional <br />network, the Council cannot commit to a timeline to the construction of Stoneridge Drive at <br />this time, the Council does recognize that the arterial has broad, local and regional <br />benefits for all residents in the region which include public safety, mobility for vehicles, <br />bicycles and pedestrians, and access to amenities in Pleasanton and neighboring <br />communities. But for construction to occur in the short or long term the Council is looking <br />for the right conditions in the valley to exist and that it is imperative to have a balanced <br />strategic approach for local and regional networks in the valley that minimizes cut through <br />traffic in Pleasanton. He believed this could only be accomplished with regional partners <br />in the valley. This network upgrades which include State Route 84, I-580, I-680, local <br />street networks like Jack London, Dublin Boulevard, Portola and Stoneridge Drive, and the <br />Council wants to challenge the region to come together with Pleasanton to achieve an end <br />result that includes resolution and policy direction that makes its way into the General <br />Plan, and a policy framework and funding plan that works for everyone. <br />Mayor Hosterman agreed, felt it could be any of those things, and she envisions a <br />Memorandum of Understanding as the culmination of this Triangle policy study because <br />they wanted to achieve the opportunity for all leaders to come together and be on the <br />same page so that this Council could go lobby for much needed transportation dollars and <br />get some of the infrastructure improvements completed. She asked for more definition of <br />"right conditions." Councilmember Sullivan felt it was more of a "roadmap", which needs to <br />be part of that policy. <br />Councilmember McGovern said she did not want to be forced to put something in either <br />too soon or too late, as the City may experience difficulties not even contemplated and she <br />wanted flexibility. Councilmember Sullivan said the roadmap was not necessarily a list of <br />conditions but is more a process the Ciry undertakes and things to think about and discuss <br />over time. At some point it may result in Stoneridge going in or not. He felt the Council <br />may need to have staff think about what is being said and return with something more <br />concrete. He likes the direction of the City Manager, suggested adding to it that the <br />Council wants to come together as a Council along with partners and develop a roadmap <br />for the future and much of the detail needs to come together at a later time. He felt the <br />Council could not put together all of the detail tonight. He felt it was important to balance <br />what the Council needs to do regionally with what the community expects of them. <br />Councilmember Cook-Kallio felt we were closer and everyone has reiterated how <br />important regional improvements are, it would be nice to know where the funding was <br />coming from and have more specifics about when that was going to happen, but this will <br />not exist tonight or in the next year or so. But most important is to get understanding with <br />regional partners, recognizing that Stoneridge is a local issue, the need to protect the <br />quality of life here as much as possible, but at the same time, recognize everything is still <br />connected. She felt discussing a roadmap for the future is important and believes the <br />City Council Minutes 23 May 1, 2007 <br />
