PLEASANTON DOWNTOWN ASSOCIATION REPORT AND 2000 BUDGET <br /> <br />The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service <br />organization of the downtown businesses dedicated to the ongoing revitalization of Pleasanton's <br />historic business district. The district was created in 1984 by the Pleasanton City Council <br />under the provisions of the California Business Improvement District Area Law. <br /> <br />The PDA advisory board is not recommending any changes in the district's assessment <br />formula, or the boundaries of the district for fiscal year 2000. Several businesses, however, <br />between the Arroyo Del Valle and the Union Pacific tracks, have approached the PDA for <br />inclusion in the district. The issue will be discussed by the Board and with the City in the <br />upcoming year for inclusion later this fiscal year. <br /> <br />The current assessment formula is based on the annual business license payment: businesses <br />located curbside, downstairs on Main Street are assessed at a rate of two times their business <br />license; businesses with Main Street addresses located upstairs, or not curbside, are assessed at <br />a rate of one and a half times their business license; all other businesses (those located off Main <br />Street) pay an amount equal to their business license. The minimum assessment is $50 and the <br />maximum is $350. Non-profit businesses do not pay an assessment to the PDA. <br /> <br />The district includes approximately 490 members. Those members elect, and are represented <br />by, a 12-member Board of Directors. In accordance with the City/PDA agreement, the PDA <br />has created an organizational structure, which is modeled on the guidelines recommended by <br />the National and State Main Street Program. The four areas of focus are: <br /> <br />ORGANIZATION: The committee is made up of four officers of the Board of Directors. <br />Organization focuses more closely on the day-to-day operations of the PDA, including financial <br />oversight, personnel issues, budgets and insurance. The committee has completed the first <br />substantial review of the PDA bylaws. They are now focused on developing a Board Member <br />Training Manual and revising the Policy Manual. <br /> <br />PROMOTIONS/MARKETING: The committee includes two board members and <br />approximately 12 volunteers. The committee continues to create and implement exciting ways <br />to promote downtown to our region, and to devise events which have generated large <br />community support. There are two subcommittees: marketing and special events. <br /> <br /> MARKETING: Accomplishments - PDA Business Directory (twice a year, 24,000 copies, no <br /> cost to members); Web page (averages 800 hits per day); P-Town Radio 93.9 FM (received <br /> national recognition in National Main Street Newsletter - circulation to 1,300 city members); <br /> SR:99:301 <br /> <br /> <br />
