ATTACHMENT B <br /> <br /> ORDINANCE AMENDMENT PROGRAM <br /> October 19, 1999 <br /> <br />1. Dog Ordinance. The City's dog ordinance shall be strengthened with regard to protecting <br /> farm animals from domestic dogs, and consideration shall be given to allocating partial <br /> use of dog license fees to cover damages caused to private property and farm animals by <br /> domestic dogs. <br /> <br />2. Firearms Ordinance. Permission for the discharge of firearms used in conjunction with <br /> standard agricultural practices in the Agriculture/Open Space Subarea is considered <br /> appropriate, subject to appropriate amendments to Chapter 10. 12 (Weapons) of the <br /> Pleasanton Municipal Code. <br /> <br />3. Second Dwelling Units. Second dwelling units shall be considered for inclusion as a <br /> conditional use in the Planned Unit Development (PUD) - Agriculture/Open Space <br /> (A/OS) zoning district, analogous to Alameda County standards. <br /> <br />4. Right-to-Farm Ordinance. The City shall conduct an update of its "Right-to-Farm <br /> Ordinance" (Ordinance No. 1633) and address at least the following issues: <br /> <br /> A. The need to expand the definition of the term "nuisance" (Section 17.48.030) as it <br /> applies to agricultural operations to allow for greater use flexibility, and the visual <br /> presence of agricultural equipment, improvements, and structures for the purposes <br /> of ensuring long-term economic viability of agricultural land. <br /> <br /> B. The need to expand the definition of the term "agricultural operation" <br /> (Section 17.48.020.B) to include additional agricultural activities, including <br /> greenhouse agricultural production. <br /> <br /> C. The advisability of delegating full authority of settling agricultural disputes <br /> between parties to the Alameda County Agricultural Advisory Committee instead <br /> of to the "City Council and/or Agricultural Advisory Committee" as specified in <br /> Section 17.48.040 through Section 17.48.060. <br /> <br /> D. Simplified architectural design standards and limited design review for farm <br /> buildings and other accessory agricultural structures. <br /> <br /> E.
