13. Renewal of Decals

About 6 weeks prior to the expiration date of the decals, all residents will
decals will be sent a letter indicating that it is time to renew, the fee for a
decal, how to obtain the decal, and an enclosed application form.

14. Parking Privileges with a Decal

A decal, properly displayed on a motor vehicle, will exempt that vehicle from
the permit parking zone parking restrictions posted on the street block. The
decal will not exempt vehicles of residents' guests, relatives, etc. from the
posted parking restrictions. It will not guarantee a parking space in front of a
residence. It will not exempt a vehicle from any parking restrictions, other
than the permit parking zone restriction.

15. Guest Permits

Guest permits are intended for the use of guests or visitors of residents. Such
permits, when properly placed in the vehicle, will exempt a guest vehicle
from the permanent parking zone parking restrictions.

Guest permits are not intended for regular vehicle usage nor to bypass the
need to purchase a permanent decal. Residents who abuse guest pass
privileges may have their decal privileges lost for up to one (1) year.

The guest permit must be attached to the vehicle's rear view mirror so that it
can easily be seen by law enforcement personnel.

Only two (2) guest permits will be issued per residence. It will be
permissible to borrow other residents' guest permits if a resident has more
than one guest vehicle in the zone at a time. There will be no charge for
guest permits. These permits will expire at the same time as the decals for a
specific zone.

-5
10/01/98
