CITY OF PLEASANTON <br /> REVISED PERMIT PARKING ZONE GUIDELINES <br /> 10/98 DRAFT <br /> <br />1. The purpose of these Guidelines is to establish the procedures and <br /> regulations relative to the establishment of permit parking zones within the <br /> City of Pleasanton. <br /> <br />2. Legal ities <br /> <br /> Prior to the actual establishment of a zone, the City must adopt an ordinance <br /> which sets forth the terms and conditions upon which a zone may be <br /> established. The ordinance must be based on certain findings, which <br /> substantiate the zone. An example of possible findings is as follows: <br /> <br /> A. A demonstration that a problem exists. This is usually accomplished by <br /> showing that approximately 70% of the available parking spots are <br /> occupied by non-residents. <br /> <br /> B. The litter and noise generated by the parking is of such a degree that it <br /> detracts from the tranquillity of the neighborhood and negatively <br /> effects the property values of the residences. <br /> <br /> C. City-conducted traffic counts show a significant increase in volumes as <br /> a result of parking patterns. <br /> <br /> D. Accident studies reveal that the on-street parking is creating an unsafe <br /> situation. <br /> <br /> E. Submittal of a petition signed by at least 67% of the area's property <br /> owners/occupants showing support for the preferential zone. <br /> <br /> F. The area in question must be sufficient in size to warrant a permit <br /> parking zone. In other words, a permit parking zone could not be <br /> established for one-half of a block on a small street. <br /> <br /> G. Determination and identification that more desirable alternative <br /> parking locations exist for vehicles of non-residents which will be <br /> displaced because of zone restriction. The ordinance will also contain <br /> a "Sunset Clause" which will take effect one year after the effective <br /> date of the ordinance, unless the ordinance is extended by the City <br /> <br /> -1 <br />10/01/98 <br /> <br /> <br />
