thereby not impacting the weekday a.m./p.m. peak commute hours: 7:30 a.m. to 8:30 <br />a.m. and 4:30 p.m. to 5:30 p.m., respectively. The traffic study factored "internal <br />capture" and "pass-by" trips, which lowers the development's trip generation to the <br />surrounding street system. After these trip reductions, the total number of trips <br />generated by this development was calculated to be 327 a.m. trips and 242 p.m. trips. <br />Intersections <br />The Dowling report identified several intersections that require mitigation from the <br />current "existing plus approved" roadway geometrics to maintain an acceptable level of <br />service. Table 4 on page 17 of the Planning Commission staff report (Attachment 7), <br />excerpted from the Dowling report (Table 3, pp. 9-10), identified the intersections <br />operating at LOS "E" or "F" for the existing/approved/project traffic scenario. <br />Of these intersections, the only intersection in the City which changes from an <br />acceptable LOS to a congested LOS as a direct result of this project is the Bernal <br />Avenue/Vineyard Avenue (N) intersection. The other congested intersections will <br />operate at LOS "E" or "F" with/without the traffic generated by the proposed <br />development. The City has identified mitigation measures for these intersections, which <br />will be implemented in the future by the City or by project developers. The mitigation for <br />the Bernal Avenue/Vineyard Avenue (N) intersection is a re-timing of the traffic signal <br />since Home Depot's traffic using Bernal Avenue will require longer green times than are <br />currently programmed at the intersection. The retiming of this intersection improves the <br />LOS to "D". <br />The traffic study also identified that the Bernal Avenue/Valley Avenue, by the Bernal <br />Property, and the Sunol Boulevard/I-680 Northbound Ramps will operate at LOS "E" <br />with/without the project. Table 5 on page 18 of the Planning Commission staff report <br />(Attachment 7) describes the traffic that the Home Depot project will add to these <br />intersections and the added delay. Both these intersections are being reviewed with the <br />General Plan update for possible mitigations. <br />Table 4 of the Planning Commission staff report referred to above also shows the <br />Stanley Boulevard/Valley Avenue/Bernal Avenue intersection under "Existing Plus <br />Approved" conditions without the project operating at Levels-of-Service (LOS) "F" <br />(106.8 seconds delay) and "E" (68.6 seconds delay) for the a.m./p.m. peak hours, <br />respectively. With the project, the level of service remains the same, but the delay <br />times increase to 111.2 seconds delay in the a.m. peak hour and 74.5 seconds delay in <br />the p.m. peak hour. Staff judged these traffic increases to the a.m./p.m. peak operating <br />hours as significant, thereby requiring mitigation by the project developer. <br />Several mitigations are required to return this intersection to an acceptable level of <br />service. The project will change the existing eastbound right-turn lane to an eastbound <br />through lane, continue the through-lane across the project frontage, and to re-construct <br />the northbound free right turn lane. With these mitigations, the a.m. peak level of <br />service is "D" with 45.1 seconds of delay and the p.m. peak-hour level of service is "D" <br />with 44.5 seconds of delay.
